Research On Government Functions For Talent Introduction In Gaochun District, Nanjing

In recent years,with the advent of the knowledge economy and the upgrading of industries,science and technology have increasingly been an engine for the economic development of a country or region.As a carrier of science and technology,talents have become a scarce resource for all regions.For economically underdeveloped regions,the introduction of talents is the most effective way to accelerate development and achieve overtaking in corners.Gaochun District,Nanjing,as one of the last two counties in the southern regions of Jiangsu,is in a low-ranking position in such aspects as population,transportation,and industries,foundation for talent introduction,and let alone the economy which stands in the underdeveloped level compared with the surrounding areas.In order to achieve economic catch-up in the surrounding areas,Gaochun urgently needs to introduce various talents by hard.When the conditions in Gaochun are not superior,the local government should play a full role in talent introduction.This paper starts with the theoretical basis of human capital theory,talent flow theory,talent incentive theory,industrial cluster theory,etc.,and analyzes the industrial situation and talent introduction status in Gaochun by comprehensively using methods such as case analysis,comparative analysis,questionnaire survey to find out the problems and causes of talent introduction.Then the author puts forward how to further exert the function of government in economic less-developed regions in talent introduction by using the practice of talent introduction for reference in Jiangning(Nanjing),Xiangshui(Yancheng)and Kunshan(Suzhou).The first chapter defines and explains the basic concepts such as talents and the basic theory like human capital theory.The second chapter introduces Gaochun District,especially the status quo of leading industry development,the current implementation of talent introduction policies at all levels in Gaochun,the current status,and practices and achievements of talent introduction in Gaochun.The third chapter makes an in-depth analysis of the problems in the introduction of talents in Gaochun,and works out the deep causes of the problems.The fourth chapter expounds the typical practices of talent introduction in Jiangning,Xiangshui and Kunshan.The fifth chapter,on the basis of case analysis,theoretical analysis and comparative analysis,brings forward the countermeasures of Gaochun government in terms of talent introduction policy,introduction environment,introduction approach,performance evaluation and management service.
