With the advance of urbanization,rural young people move from rural areas to cities,while at the same time,due to many factors,more and more the elderly stay in the countryside without accompanying.The traditional model of relying on Rural Family Endowent is declining,and in reality,the function of Rural Family Endowent is weakening day by day.This makes the rural elderly lacking of enough old-age services.With lower economic development level and relatively backward infrastructure construction of basic public services,on the one hand,enterprises providing the oldage service facilities in the rural areas are faced with the pressure of huge cost and unprofitable situation,on the other hand,the government is also confronted with the huge financial when it offering the rural old-age service facilities.In the field of oldage care in rural areas,there exist the problems of market failure,government failure and family vacancy.Welfare pluralism holds that the main providers of social welfare include markets,public sectors,non-profit organizations,families and communities.The market,the government and the family are facing the weakness of the current rural old-age situation,calling for the action of non-profit social organization and the community.The current situation requires social organizations and communities to contribute their own strengths,but how to play their own strengths and advantages to participate in the field of old-age services for the elderly in rural areas has always been a problem of non-stop practice and continuous thinking.This paper selects a social organization to participate in the rural old-age more successful case---Fengxian "Four-Hall" model,and trying to find a way how social organizations can play their role in the old-age care of rural communities.Through personal participation in practice and interviews,this paper analyzes the strategy and way of social organization participating in the “Four-Hall”,such as games,rewards,etc.,analyzes how social organizations provide old-age services-by cultivating a small team,and also analyzes the difficulties faced by social organizations in the process of resources,systems and capacity when participating in the “Four-Hall”.Combined with the analysis of the success and dilemma faced by social organizations participating in the “Four-Hall”,this paper puts forward the optimal path of social organization participating in rural community old-age care from three angles: the first angle is based on the goal and system,and thinks that the mission should always be kept in mind,with the vision as the highest goal,and supplemented by the appropriate system design,In this direction,we should grasp the optimal path choice of social organization's participation in the old-age care in rural communities.The second angle is based on the social organization itself,and thinks that in order to ensure the continuity of social organization's participation and guarantee the effect of participation,measures should be taken in terms of funds and personnel.And the third angle is based on the specific behavior of social organizations participating in the community's old-age care.It is believed that social organizations should adopt differentiated strategies to deal with the difficulty they faced.
