An Analysis About The Effect Factors Of Industry-university-research Cooperation Of Elements Integration In The View Of Commercial Breeding

With The development of urbanization,the increase of the population,and the recession of farmland in terms of quantity and quality,Now our country's grain supplication is in state of a tension balance.Grain is a kind of strategic resources for the development of our country,and the seed industry is the key to ensure food security.It is very important for ensuring food security to develop seed industry.However,the marketization process of seed industry is very short,which has a lot of problems.For example,ability to seed industry breeding is insufficient,scientific research and production disconnect,both the breeding resources and the talents are insufficient,the degree of external dependence is high.Now traditional breeding mode can't meet the seed industry market demand.In order to promote the development of modern seed industry in China,in 2011,?The Modern Crop Seed Industry Development Planning(2012-2020)?pointed out that our country need build commercialized breeding system to carry out a cooperation mode between scientific-research units and enterprises on seed breeding,which is enterprise-centered and market-oriented.Of course the mode that should be benefit-sharing and risk-sharing.Because both their respective interests and their own advantages are different.the cooperation mode which is across the main body,lead to conflict and fault between scientific-research units and enterprises on seed breeding.How to implement the organic integration of elements in funds,talents and resources?And how to improve the efficiency of cooperation between scientific-research units and enterprises on seed breeding?In all,to solve the two questions is great important for the development of modern seed industry and the guarantee of food security.Based on theory study,this paper analyzes the constitution and specialty of different main bodies of cooperation between scientific-research units and enterprises on seed breeding,the difference of factor mobility between traditional co-research and cooperation between scientific-research units and enterprises on seed breeding,the cause of reconstructing industrial factors of the cooperation between scientific-research units and enterprises on seed breeding.And,based on the research course of integrated innovation theory and Collaborative innovation theory,this paper presents the connotation and framework of reconstructing industrial factors of the cooperation between scientific-research units and enterprises on seed breeding.By surveying and collecting the material and data in Sichuan,the paper summarizes 5 cooperation patterns and makes the comparative analysis of the 5 patterns,bonded with the framework.On that basis,the paper makes the empirical analysis on reconstructing industrial factors of the cooperation between scientific-research units and enterprises on seed breeding,and draws the following conclusions:(1)there are 5 cooperation patterns of cooperation between scientific-research units and enterprises on seed breeding,this are buying plant variety rights,making clear engagements through agreements,entrusting development,co-building the r&d teams and innovative terrace.There is no need to consider factor integration in the pattern of buying plant variety rights,and the other patterns has different characteristic in the course of factor integration,which mainly features in the time span,content width,rights and liabilities.(2)The factor mobility is not strong among cooperate bodies and the flow mechanism is not complete,in the cooperation of scientific-research units and enterprises on seed breeding.(3)Through the course of reconstructing industrial factors of the cooperation between scientific-research units and enterprises on seed breeding,the problem of ownership of intellectual property and benefit distribution is the very important issue and has the biggest impact.However,it is difficult to make clear the ownership of intellectual property and this problem always leads to the collapse of cooperation.(4)In the process of factor integration,the degree of professional wok division is low,the task arrangement is not based on the resource advantage of both sides,and the responsibility for positions is not clear.(5)The policies that promote the cooperation between scientific-research units and enterprises on seed breeding are hollow,the supporting measures,financial support,and relevant laws are not complete.In conclusion,this paper presents the countermeasures and suggestions:The government should do the following several aspects:(1)Establishing standard of preferential policies and support.(2)Establishing the risk relief mechanism of cooperation between scientific-research units and enterprises on seed breeding.(3)Perfecting the relevant supporting measures.The main body of cooperation between scientific-research units and enterprises on seed breeding,should do the following several aspects:(1)to build the mechanism of factor mobility,which guarantees the commercial share modes of productive factorial resources.(2)to improve the incentives and working enthusiasm.(3)to enhance the vertical specialization and increase efficiency of factor integration.
