The Research On The Innovation And Realization Of Shanghai Maritime Safety Supervision

With the pace of reform and opening,market economy in China is developing rapidly,and the international status of our country is arising,and government efficiency is improving.However,the innovation of government supervision is not match with economy development.It is an important topic for long time in reform that how to handle the relationship between government and market,and make market be decisive role in the allocation of resource,and bring government role into play.That “Streamlining,Delegating,Improving Regulation and Optimizing Services” chart a geography of reform.It is the most important that how to supervise.Shanghai MSA(Maritime Safety Administration)has launched new measures to promote the shipping economic development with safety,including innovation of supervision.When Shanghai MSA is pushing new measures forward,it realizes its institutional and structural problems,and gap between the high level maritime safety management in other countries and the normal level management in our country.Shanghai MSA 's level of development is not compatible with the economy scale of Shanghai Port.So Shanghai MSA wants to use the experience of reform in our country,to establish high level maritime safety management mode that matching with international development port,and to integrate into shipping economy.Chapter 1 explains the necessity of innovation and realization of Shanghai Maritime Safety Supervision,from the view of international situation,national strategy,maritime administration system,Shanghai economic development.It's necessary,urgent and timely.Chapter 2 and 3 introduce Shanghai MSA's present situation of law and regulation system,organization structure,inside and outside coordination capabilities,development and cultivation of the talents,and performance appraisal system.Problems including imprecise government function localization,slow legalization,imperfect policy-making system,insufficient effective surveillance mechanism,unreasonable cadre achievement assessment system,ineffective cadre selection and appointment system.Chapter 4 makes a thorough analysis on the Maritime Management Mode in Singapore,America and Hong Kong.It concludes that high-level maritime management has good features,and worth learning.Chapter 5 gives some detailed advice on legalization,internationalization,industrialization,function reinventing,BPR(Business Process Re-engineering),customer service system building,and talents training and improving,under “streamline administration,delegate more powers to lower-level government and society,improve regulation and optimize services” framework,considering China reform experience,policy environment,present conditions and problems of Shanghai MSA,high level maritime safety management in other countries.And this paper is based on the theory of Polycentric Management,Government Function Re-engineering,and Flat Management.
