It is always the fervent wish and desire of eliminating poverty for Chinese nation in hundreds of years,numbers of Chinese people are keeping struggling for it generation after generation.With the mutual efforts of the nation and people,790 million people have already successfully got rid of poverty.China becomes the most successful county of solving the issue of poverty.Three main places as Beijing,Tianjin,Hebei are rocketing recently,yet there are low-lying areas of economic development around them,that is,the Poverty Belt around Beijing and Tianjin--25 poor countries at the margin.The Belt is a comprehensive phenomenon that formed by combination and restriction of various factors accumulated in history.It hasn't been attached more importance until the report of "Study on the economic development strategy of Hebei Province" by Asian development bank in 2005 has referred to it.The difference between the poverty belt around Beijing and Tianjin and the poor area at the margin hasn't been narrowed,instead,enlarged after the development of decades due to some historical and geographical reasons,though the amount of population of poverty in the area has been greatly decreased and the production and living conditions have been improved constantly with the help of central authorities,province and city after reform and opening-up.Therefore,the study of the Poverty Belt around Beijing and Tianjin has vital political,economic,and social meaning in the period of assaulting fortified positions to get rid of poverty in all round.Structurally,the paper hackles the basic theories of poverty and anti-poverty both at home and abroad at the beginning,and states the poverty issue from four aspects,Marxian Economics,Western Economics,Human Capital Theory and Resources and Environment Theory.Then starts with defining the Poverty Belt around Beijing and Tianjin,and clarifies the development history of the Belt,also holds the basic situations of its economic and social development in the process of poverty alleviation and development.In addition,through the comparison with the Poverty Belt around Beijing and Tianjin and the Xihaigu poverty area in Ningxia,it is clear that the unique location is the main feature distinguishes the Belt and other poverty areas.Meanwhile,in order to study the causes of the Belt,the paper founds the Logistic model of factors that forms the poverty of The Belt according to the data from questionnaires.Then relies on the model result,analyzing the factors from natural resources,human capital,source of family property,social security and infrastructure.In the end,this paper provides corresponding countermeasures for the Belt on the basis of comparing and referencing the experience of poverty alleviation.Referring to the situation,reason of the Belt,the paper provides following crack path:First,the government should attach high importance on the poverty issue,and perfect the long-term poverty alleviation mechanism;Second,enhance the intensity of policy-support and enlarge the capital investment for poverty alleviation;Third,push forward the "Hematopoiesis" poverty alleviation and strengthen the construction of farmer's own ability;Forth,enhance the cooperation of poverty alleviation work in three areas.Including cultivating the advantageous industries for poverty alleviation,perfecting ecological compensation mechanism,making up the vulnerabilities of public service,and perfecting matched service policies;Fifth,lay a solid foundation of targeted poverty alleviation,and advance "Five batch" project.
