With the arrival of internet plus times,the operating environment for enterprises is experiencing huge changes.More and more enterprises require that their human resource departments jump out of the traditional mode---taking human resource management as planning,recruiting,compensation and benefit,performance,training and employee relationship and integrate and reconstruct their responsibilities to support the strategic development of the enterprises.As a consequence,the Three-Pillar Mode(COE,BP and SSC)is being introduced into China for guiding enterprise management as the solution to human resource management.It has led up a large number of private enterprises to promote their management efficiency and hence decreased their management cost by means of the transformation of human resource management.Group A,a state-owned enterprise in Chengdu under rapid development at present,takes the responsibility of the urban rail-transit investment,construction,operation and resources development.With the rapid development of rail-transit all over China,Group A now is also meeting the desperate shortage of adequate professionals.At the same time,the local government has demanded the development mode---“public benefit plus biz benefit” to be practiced by Chengdu Metro.In order to implement the “Three Leaps” Strategies and finally rank the Fortune Global 500,Group A needs to adjust and optimize its business structure.However,the present decentralized mode of human resource management has failed to meet the needs of the strategic development of the group because it has caused some problems like divorce between strategy and business,lengthy management process,low efficiency,disunified standards,narrow promotion channels for employees,high management cost and so on.Based on the theory of the Three-Pillar Mode of human resource management,this paper,taking the existing problems of human resource management of Group A as the breakthrough point,with logical analysis,literature research and investigation interview as research methods,analyzes the current situation and existing problems of human resource management of Group A.It further redesigns the organization of human resource management in combination with the strategic development plan of Group A.This paper is divided into the following three parts:The first part introduces the general situation and development plan of Group A,analyzes the requirements of human resource management of the group from three different levels---the high management,the middle management and the staff,and elaborates on the necessity of the transformation of human resource management due to the existing problems on the basis of these requirements and current situation of human resource management.The second part demonstrates the optimization of human resource management of Group A guided by the Three-Pillar Mode Theory in detail.Firstly,the feasibility of applying the Three-Pillar Mode Theory in A Group is discussed.Then it expounds the specific tasks and measures for the optimization,and describes the functions and responsibilities of the three pillars,the position setting and the construction measures at the present stage respectively and outlines the prospect of each pillar and the design of HR career paths.Lastly,by comparing the human resource management before and after the optimization from the perspectives of HR management department and HR management customer,this part demonstrates the value of the Three-Pillar Mode Theory on the efficiency and quality of human resource management.The third part analyzes the possible challenges and the countermeasures during the course of optimization of Group A 's human resource management,giving suggestions mainly on the basic supporting information system,process rebuilding,HR concept transformation and construction process of the Three-Pillar Mode.On the basis of summing up the research results of experts and scholars at home and abroad,this paper introduces the Three-Pillar Mode to the research of human resource management for rail transportation enterprises.It points out that Group A's human resource management guided by the Three-Pillar Mode has performed better than the previous mode in terms of efficiency and quality.The paper summarizes that Three-Pillar Mode and its construction methods will have certain referential value for the human resource management of other rail transit enterprises at home.
