The Yangtze River economic belt is a new area development and opening-up strategy implemented in the new round of reform,opening-up and transformation in China.As a pillar of the Yangtze River economic belt,city clusters along the middle reaches of the Yangtze River's development not only plays a key role in leading and supporting the rise of central China,radiating and driving southwest and northwest China and strengthening regional coordination development,but also makes great contributions to strengthening the Yangtze River economic belt's growth pole,accelerates the process of development and opening-up of the Yangtze River economic belt and promotes the coordinated development of the middle and lower reaches of the Yangtze River,which builds up the backbone for the achievement of the great rejuvenation of Chinese nation.As the representative of the regional science and technology,high-tech zone can transform the scientific and technological innovation ability into realistic productivity closely related to the local economy through agglomerating innovation resources and diffusing technological achievements in order to lead the city clusters economy to rapid development.National high-tech zones economic scale in the proportion of locality GDP is continuously increasing,which means national high-tech zones are making more and more contributions to urban economy.In 2013,there were“144+1”national high-tech zones in China,54 of which have total output value taking more than 15% of locality GDP,29 of which have total output value taking more than 20% of locality GDP and 10 of which have total output value taking more than 30% of locality GDP.Thus it can be seen that,high-tech zone has become an important support for the city economy and even the economic development of urban agglomerations.And innovation capability is a measurable dimension reflecting the level of high-tech development core strength,so high-tech zone innovation ability evaluation is particularly important.With the background mentioned above,this thesis studies on evaluating the innovation capability of high-tech zone in city clusters along the middle reaches of the Yangtze River.Firstly,this thesis defines basic concepts involved in the research,analyzes the relations between the Yangtze River economic belt and city clusters along the middle reaches of the Yangtze River,as well between high-tech zone and city cluster,and introduces fundamental theories applied in this study.Secondly,based on the regional innovation system structure of Cybernetics theory and combined the characteristics of high-tech zone innovation system,with an aim to evaluate the high-tech zone innovation capability,this thesis draws lessons from successful experience of the past relevant index system and establishes a high-tech innovation capability evaluation index system,thus selecting the catastrophe progression method as a way of evaluation.Thirdly,an empirical analysis is conducted selecting 65 national high-tech zones from 7 national city clusters as study sample and conclusions are drawn from two aspects.From the internal analysis of city clusters along the middle reaches of the Yangtze River,conclusions are shown as follows.Wuhan East Lake innovation capability ranks the first in the city clusters along the middle reaches of the Yangtze River and there is no doubt of its leading position.Innovation capability is polarized and the organization operation capability is as an incentive.As a whole,Innovation capability in Hunan and Hubei province are equal but Jiangxi innovation capability comes at the bottom of the list,which also reveals the organization capability haskey impact on the best performance.From the external comparative analysis,the innovation capability of city clusters along the middle reaches of the Yangtze River gets the lowest score in the field of 7 national city clusters and reasons behind this phenomenon come from three aspects.On one hand,14 high-tech zones in city clusters along the middle reaches of the Yangtze River are in non-balanced development and their innovation capabilities are polarized;on the other hand,innovation produce capability and organization operation capability are particular weakness of city clusters along the middle reaches of the Yangtze River innovation capability.Moreover,the feature of less amount but better quality of high-tech zones in Zhongyuan city clusters and Chengdu-Chongqing city clusters results in their front place in the innovation capability ranking list.Finally,according to the empirical results,innovation capability promotion strategies for high-tech zone in city clusters along the middle reaches of the Yangtze River are put forward from both internal coordination and external co-opetition.
