Evaluation Of The Reconstruction Of "Village In City" In Linfen City From The Perspective Of Governmental Credibility Optimization Path Study

With the continuous development of economy and society,the urbanization process continues to advance,the rapid growth of urban population,the continuous expansion of the area,gradually integrated the surrounding rural areas into the urban scope.There are a series of problems in the transformation process of "villages in cities",such as imperfect legal system,asymmetric information,single compensation and so on,which greatly affect the credibility of the government.At present,the transformation of "villages in cities" in our country is mainly focused on the reform policies,systems,transformation models,existing problems and countermeasures,while the quantitative research from the perspective of the credibility of the government is relatively rare.On the basis of literature research,starting from the connotation of the credibility of the government,combining with the reality of the transformation of "villages in cities",this paper constructs the evaluation index system of the transformation of "villages in cities" from the perspective of the credibility of the government.This paper evaluates the transformation of "villages in cities" with quantitative indicators,and probes into the optimization path of the transformation of "villages in cities".First of all,on the basis of literature research and Investigations,selecting two first-level evaluation indicators,four second-level evaluation indicators,twenty-four third-level evaluation indicators forms the initial evaluation index system of the transformation of "villages in cities" from the perspective of the credibility of the government adhering to the principles of emphasis,science,operability and people-centered,Furthermore,the index screening questionnaire was designed,and the initial indicators were screened.After screening,the three levels of evaluation indicators include the perfection of policies,laws and regulations,the democratization of policy formulation,the convergence of local and central policies,the system of administrative accountability,the system of supervision and reporting of letters and visits,and the public crisis.And 22 indexes,such as emergency early warning,and so on.Secondly,inviting experts to score,using AHP Analytic hierarchy process to give weight to the indicators and improving the evaluation index system forms a more objectiveand reasonable perspective of the government credibility of the "village in town" evaluation index system.Finally,according to the established evaluation index system,designing the questionnaire of "village in city" transformation and using SPSS software to analyze the data obtained from the survey evaluates the transformation of "village in city" in Linfen.According to the investigation results,this paper analyzes the causes of the problems existing in the transformation of "villages in cities" and puts forward the following suggestions for the transformation of "villages in cities" : perfect the policies,laws and regulations of the transformation of "villages in cities" and expand the propaganda of policies;Improve the system of government administrative accountability;smooth channels of complaint supervision and report;promote urban village reconstruction information publicity;improve the ability to prevent and deal with public crises and emergencies and other policy recommendations.
