| The party and the government have been paying close attention to the development of poverty alleviation.China s poverty alleviation strategy has also achieved great success in decades.However,the poverty alleviation work is relatively inaccurate in the past—most of the poverty alleviation policies and poverty alleviation measures are formulated based on the entire poor counties or the entire poor villages,rather than targeting the different needs of different poor households.Shortly after the end of the 18th National Congress,General Secretary Xi Jinping pointed out in the investigation of poverty alleviation work in Fuping County,Hebei Province "To help the troubled villagers get rid of poverty and get rich,it is necessary to target the situation learn about the family clearly." On November 3,2013,General Secretary Xi Jinping,in his investigation and poverty alleviation work in Western Hunan,clearly put forward that poverty alleviation work should be "scientifically planned,adapted to local conditions,seize key points,continuously improve accuracy,effectiveness and sustainability",realistic,adapted to local conditions”,“precise poverty.alleviation,avoid shouting slogans,and do not set ambitious goals".It can be seen that China has increased the emphasis on poverty alleviation gradually.Targeted poverty alleviation is one of the primary ways to alleviate poverty.Taking Antu County,Yanbian Prefecture as an example,this paper studies the deficiency of poverty alleviation work through literature and survey methods,in older to providing effective methods for the smooth progress of poverty alleviation work in the future.This paper is divided into six parts:The first part is the introduction,which introduces the purpose,significance,research status at home and abroad and research methods of this paper.The second part defines the related concepts and poverty standards of precise poverty alleviation,and introduces the relevant policies of targeted poverty alleviation and the human capital theory,the unbalanced growth theory and the economic growth theory.The third part outlines the economic situation and poverty situation of Antu County,Yanbian Prefecture,and summarizes the main measures and achievements of targeted poverty alleviation in Antu County.The fourth part analyses the problems in targeted poverty alleviation in Antu County of Yanbian Prefecture by searching the government work report,the relevant data of poverty alleviation and on-the-spot investigation,and summarizes the poverty-causing factors according to the existing problems.In the fifth part,according to the principle of targeted poverty alleviation,aiming at the existing problems of targeted poverty alleviation in Antu County,Yanbian Prefecture,the effective ways to implement targeted poverty alleviation are put.forward.And the sixth part is the conclusion.Through the study of targeted poverty alleviation in Antu County,Yanbian Prefecture,it is found that there are four main problems:difficulties in implementing assistance projects;inefficient investment in poverty alleviation funds;inadequate implementation of targeted poverty alleviation by the government;and weak ability of the poor people to continuously increase their income.The main factors of targeted poverty alleviation in Antu County of Yanbian Prefecture are natural factors,economic factors,government factors,education factors and disease factors.Aiming at the existing problems of targeted poverty alleviation in Antu County,Yanbian Prefecture,the effective ways are as follows:Firstly,to develop characteristic industries to alleviate poverty vigorously and form a multi-support industrial development pattern.Secondly,to develop rural tourism to alleviate poverty vigorously and promote the construction of new eco-leisure vacation tourism.At the same time,to improve the social security system,increase its coverage,strengthen supervision and management,and make the limited funds play the greatest role.Thirdly,Internet plus targeted poverty alleviation should be increased and add advanced big data technology into poverty alleviation work.Finally,the poverty alleviation in education should be ensured.We should actively promote the spiritual poverty alleviation of the poor and adopt a multi-pronged approach of "cultural education,road guidance and spiritual encouragement" so as to transform the mass ideology from "asking me to lift myself out of poverty"to "I want to lift myself out of poverty",so as to realize the sustainable development of poverty-stricken households’ ability to lift themselves out of poverty. |
