Research On Anti-poverty In Rural Areas From The Perspective Of Feasible Ability

How to solve the problem of poverty and let people share the fruits of development,our government has been making great efforts to reform the anti-poverty policy for decades,and has realized remarkable achievement.However,there are still lots of problems,such as give a same answer to all the questions,low resource efficiency,high rate of sinking back into poverty.In the new era,the Party and the government continue to raise anti-poverty to an important strategic position,and redesign the poverty alleviation policy at the top level,putting forward the specific strategy of "targeted poverty alleviation".Since the implementation of the targeted poverty alleviation policy,the number of people living in poverty and the incidence of poverty in China have been significantly reduced,and ‘war on poverty' has achieved a fundamental victory.However,there are some deviations in the process of policy implementation in the grass-roots governments,which attach great importance to the poverty alleviation methods that are easy to achieve in the short term and use them to achieve the purpose of "promotion",and pay insufficient attention to the later development of industry and the cultivation of villagers' own abilities;while the poor groups use limited rationality to choose direct and highly accessible resources for poverty alleviation,lack of awareness of poverty alleviation and ability to alleviate poverty.Deficient.Based on this,this paper takes M Town,a typical poverty-stricken town in S City,as the specific object of study,and makes an in-depth analysis of the local poverty and anti-poverty issues from the perspective of feasible capacity.Through literature review and in-depth investigation,it is found that the main causes of local poverty are insufficient basic survival ability caused by lack of natural endowment,insufficient basic development ability caused by poverty caused by illness,and insufficient basic promotion ability caused by cultural poverty.Under the background of targeted poverty alleviation,poverty alleviation measures should be carried out in a multi-pronged way,including infrastructure construction,industrial development,tourism-driven,characteristic planting,and collective economy development,to promote the employment of the poor and increase their income so as to achieve the goal of getting rid of poverty and becoming wealthy.Through questionnaires and interviews among poor households,non-poor and village cadres,we find that there are some problems in the process of poverty alleviation in this area:(1)the base of anti-poverty policy implementation is not strong;(2)the policy orientation lacks the perspective of development;(3)the poor group lacks the ability of self-development and poverty alleviation.Lack of awareness;limited rationality leads to inadequate motivation for capacity-building and things.Therefore,in the next stage of poverty alleviation policy reform,we should pay attention to the cultivation and improvement of the viable ability of the poor groups,so as to truly achieve the target of poverty alleviation and liberate people from poverty.
