Research On The Construction Of Evaluation Index System For Rural Talent Revitalization

Since the 18 th National Congress of the Communist Party of China put forward the strategy of rural revitalization,rural development has become a focus of attention of the whole society,but the shortcomings of rural talents have seriously restricted rural revitalization.If the talents thrive,the village will thrive,and if the talents are strong,the village will be strong.Then,under the current standards,how do we evaluate whether the village has achieved the revitalization of talents?This research first fully explained the connotation of rural talent revitalization,and then based on the connotation requirements of rural revitalization,rural talents are divided into rural practical talents,agricultural and rural scientific and technological talents,rural education talents,and rural medical.There are five categories of health professionals and rural governance professionals.According to the construction principle of the evaluation index system,12 secondary indicators and 35 tertiary indicators were selected to construct an evaluation index system for rural talent revitalization from the five dimensions of rural talent quantity,rural talent quality,rural talent structure,rural talent investment,and rural talent effectiveness,and the analytic hierarchy process was reused.Calculate the weight of various indicators.Through analysis,it can be seen that among the first-level indicators,the quality of rural talents has the largest weight,reaching(0.4633);in the second-level indicators,the educational level of rural talents(0.2785),the economic efficiency of rural talents(0.1722),and the level of rural talent titles(0.1473)rank among the top three in terms of weight value;In the three-level indicators,the proportion of rural talents with a college degree or above(0.1431),agricultural labor productivity(0.1073),and the proportion of rural talents with senior titles(0.0965)rank the top three.Based on this conclusion and combined with the status quo of rural talent development,this study puts forward suggestions for the revitalization of rural talents in terms of talent team construction,talent education and training,talent structure optimization,precise investment of talents,and improvement of talent efficiency.
