Under the background of the National poverty alleviation policy pushing forward industrial poverty alleviation,the tea industry in Enshi Autonomous Prefecture of Hubei Province need seizedevelopmentopportunities to improve the brand appeal and market popularity of thetea in an all-round way.Furthermore,promoting the deep integration of thetea industry,tourist industryand cultural industry.Realizing the goal of building a well-know city about tea.For a long time,relying on the advantage of regional characteristic resources,the tea industry has always been the characteristic industry,pillar industry and dominant industry of Enshi,as well as it is also the rich industry,the green industry and the sunrise industry to improve agricultural efficiency,increase farmers' income,and add green to rural areas.In the New era of implementing the Rural Revitalization Strategy,how to realize the transformation and upgradingof the tea industry in Enshi Autonomous Prefecture,improve the capacity ofthe sustainable development of thetea industry,ensure the continuity of increasing farmers' income and getting rich,and improverural development in ethnic minority areas.This is a subject that need to be worth studying and discussing.First of all,The starting point of this study is to improve the capacity that building on sustainable development of the tea industry.Under the theoretical framework of industrial economics,agricultural economics and sustainable development,through collecting,consulting and combing the relevant domestic and foreign research literatures,the relevant concepts involved in the study are defined,the research ideas are clarified and the research methods are selected.Secondly,According to introducing the general situation of the EnshiAutonomous Prefectureand the development history ofthe tea industry,understanding the bases and achievements of the tea industry 's development in Enshi Prefecture,combining the development index data of the tea industry about tea garden planting area,tea yield,tea output value to analyze of the current situation of the overall development of the tea industry in depth in Enshi Autonomous Prefecture.Based on the perspective of industrial development,starting from the characteristics of scale and economic efficiency as well as comparing Enshi Aautonomous Prefecture with Hubei province and the whole country.The result shows that the pillar position of the tea industry is improving gradually,the expansion rate of the investment scale is higher than the expansion rate of the output scale in the industrial scale expansion.The significant economic benefits of scale expansion is growing.Industrial economic efficiency is increasing.However,only the yield and output rate of tea has absolute advantage,other indicators of economic efficiency rate are lower than the average of Hubei Province and the whole country.There is a trend of continuous expansion of efficiency gap in the expansion of input and output of characteristic industries.The path of development is still at a stage where scale advantage is dominant.It is urgent to realize the transformation from scale advantage to efficiency advantage.Thirdly,based on the perspective of the capacity building on sustainable development,starting from theeconomy,society,resources and environment,these four dimensions constructing the index system for evaluatingthe ability of the sustainable developmentof the tea industry in Enshi Prefecture.According to selecting 11-year Enshi-related data,using Entropy Method to empirical analysis.,the result shows that the capacity building on sustainable development of local tea industry is at the low level,the ability of sustainable development is a fluctuating upward trend and the sustainable development capacity of the economic system increases rapidly.Meanwhile the capacity of the sustainable developmentof the environmental system is weak.Lastly,summarizing and refining the existing problems,which is hindering the development of the tea industry in Enshi Autonomous Prefecture.According to theconstruction of public brand,product quality construction,cultivation of tea leading enterprises,construction of product marketing channels,industrial integration,construction of tea talents and socialized service organizations,The subject puts forward countermeasures and suggestions to improve the ability of the Sustainable Development of the Enshi tea industry.The aim is to help the sustainable and healthy development of the tea industry,speed up the realization of a beautiful blueprint about "creating strong brand and well-know tea tourism city" and promote the implementation ofrural revitalization.
