Regarding the roles as pillar industry in national economy and major force in comprehensive transportation network of China,railway transportation can always outstand the others.By end of 2017,the length of Chinese railway in operation has reached 127,000 kilometers,including 25,000 kilometers of high speed way,taking 20% of the total.And the national railroad has completed the investment in fixed assets of 801 billion RMB.But with the occurrence of Wenzhou Crash in July of 2011,safety becomes the most concerned topic for the whole society again.Also internationally derailment happened in New York on January 4th,2017 caused at least 103 people injured.Train collision happened in Philadelphia on August 22 th,2017 led to 42 deaths.Therefore it is quite necessary to study the application research on system life-cycle and risk acceptance criteria adopted by Independent Safety Assessment to reduce the risks to acceptable level.Based on the cases of actual project application,this thesis firstly introduces the theoretical knowledge of independent safety assessment with its definition,models and processes,methodology and application principles.In this thesis,it takes the independent safety assessment of PM carried out within company T as an example to conduct risk assessment by using BP-risk analysis and risk graph.The cause and consequences analysis is also executed,which concludes the hazard identification that generates the risks and their mitigation measures.In the last,tolerable hazards rate is successfully allocated and the corresponding safety integrity level is determined.By the end of risk analysis,safety requirements and safety objectives for the system are also identified as key inputs for following phases within the system life cycle.Thus,independent safety assessment is demonstrated to be able to reduce system risk to an acceptable level.Through the introduction and execution of independent safety assessment,PM product of company T is optimized comprehensively with its application.Obviously,the obtainment of SIL4 certificate issued by TUV SUD authorizes PM product access to overseas markets,especially the European market.Besides,this successful project can not only give guidance to other safety-related products within company T,but also provide references for the ISA on other mechanical products.
