Research On The Model Of Rural Land Trusteeship From The Perspective Of Conflict Of Interest

With the continuous progress of urbanization in China,the loss of rural labor force continues.The problems of rural land wasteland and low efficiency of small-scale operation of farmers are becoming more and more serious.In recent years,rural land trusteeship has developed rapidly under the esteem of the government,cooperatives and other parties.By the end of 2016,the area of land under the custody of supply and marketing cooperatives had reached 100 million mu.Rural land trusteeship is a new thing,and the existing research mainly focuses on the background,achievements and specific operation.For the satisfaction of the interest demands of the participants in the trusteeship practice,the problems in the operation of the specific trusteeship mode need to be studied.Based on this,this paper studies the optimization of rural land trusteeship model from the perspective of conflict of interest.First of all,by combing the research trends and development of rural land trusteeship,the paper puts forward the necessity of studying the optimization of rural land trusteeship mode,and sorts out the research content and methods of the article through the definition of relevant concepts and theoretical combing of rural land trusteeship.Then,combined with the development practice of rural land trusteeship in the main areas of China,this paper makes a comparative analysis on the operation mechanism and benefit distribution mode of the main trusteeship mode in China,and selects the main interest subjects and their main interest demands of rural land trusteeship through literature review and field interviews.Then,the paper makes a comparative analysis of the interest demands of different subjects,and discusses the interest conflicts and reasons in the two trust modes.Finally,the paper puts forward optimization suggestions for Nanyang rural land trusteeship model by referring to the experience of domestic rural land trusteeship.The conclusion of this paper is as follows:(1)The rural land trusteeship mainly includes the menu trusteeship mode and the whole process trusteeship mode.The menu trusteeship mode mainly pays the fixed service remuneration to the trusteeship operation subject.The whole process trusteeship mode mainly adopts two distribution modes: fixed remuneration + guaranteed minimum income and guaranteed minimum income + sharing.(2)The main interest subjects of rural land trusteeship include trusteeship management,agricultural operators,village collective and local government.The main interest demands of each interest subject are different.(3)In the menu trusteeship mode,the conflict of interest mainly displays between the trusteeship management subject and the agricultural operator,between the trusteeship management subject and the village collective,and between the agricultural operator and the local government.In the whole process trusteeship mode,the conflicts of interest are mainly between the trusteeship and the agricultural operators,and between the village collective and the agricultural operators.(4)The paper puts forward the optimization strategy for the menu trusteeship model from three aspects: strengthening the strength of the trusteeship management subject,reducing the risk of rural land management and adjusting the land;and puts forward the optimization strategy for the whole trusteeship model from three aspects: improving the supervision mechanism,establishing a reasonable position matching mechanism and improving the rural organization.
