Talent is the first resource.The key factor of enterprise development is the person,and the whole quality of the staff is one of the most important factors to decide the success or failure of the enterprise.With the development of the intelligent level of power grid,talents become competitive resources.Under the new situation in the new era,in the face of the deepening reform and upgrading and transformation of state-owned enterprises,the improvement of personnel quality has become an urgent problem to be solved.The overall age of the state-owned power enterprise employees is on the high side,new technologies and new knowledge are lacking,the number of transferred employees is increasing,and the structural shortage of employees is becoming increasingly prominent.Therefore,to improve the overall quality of the power enterprise employees,it has become an important subject of human resource management in electric power enterprises.Taking the Maoming Power Supply Bureau as an example,this paper selects the"quality equivalent per capita" as the key index,with the method of combining theory and practice by collecting data and statistical analysis,from the employee's age,educational background,professional titles and skills and other aspects,analysis the present situation of Maoming Power Supply Bureau personnel quality,analyzes the reasons for the low quality of personnel——"Five owes",and in this situation,to put forward the strategy of overall quality promotion.Aiming at the root problem of the"five owe",this paper puts forward some concrete measures such as overall planning of the training evaluation system,improving the incentive and restraint mechanism,planning career development,integrating the training resources and methods,and creating a good learning atmosphere.It is of practical significance in electric power enterprises to discuss the improvement of per capita quality and personnel quality.Finally,this paper believes that to improve the quality of the entire staff and enhance the competency of the staff is an important way to provide services for the safety,quality and economic operation of the power grid and cultivate a high-level team of management,technology and skilled personnel.
