Research On The Implementation Issues Of Rural Minimum Livelihood Security System In W City

The 13th Five-Year Plan Period is an important period for the social development of China,our national economy will leapfrog and society will progress even more during this time,solving the problem of people's livelihood is the main content of this special period.The rural minimum living security system is closely related to people's lives,so the construction of this system is also an important content in the 13th Five-Year Plan Period.It is foreseeable that in the future,the system will be further improved with the continuous enrichment of practical experience,and people's protection treatment and standards will be further improved.Making basic social benefits available to more people throughout the country is the focus of the rural minimum livelihood security system.Since 1996,China has begun to explore and establish the rural minimum livelihood security system in rural areas,and the City of W has developed a rural minimum livelihood security system vigorously.The City of W is located in the central part of the Liaodong Peninsula and an important area of Liaoning's coastal economic development area,which plays an important role in the economic development of Liaoning Province.By the end of 2005,the rural minimum livelihood security system in the City of W had been fully established and implemented.In the past ten years since the implementation of the rural minimum livelihood security system,the number of people enjoying subsistence allowance in W city has been increasing,the level of per subsistence allowance has been further improved,the application of subsistence allowance regulations has been gradually standardized,and the management mechanism of subsistence allowance system has been gradually standardized,which has solved the basic livelihood problems of the poor people in rural areas effectively.However,the length of the review of the minimum security,the individualization of the protection targets,the weak ability to coordinate with other systems,and the lack of judicial system constraints have all limited the development of the system in the region.Therefore,it is also necessary to continue to study the implementation of the rural minimum living security system,so as to allow more residents living in poverty to enjoy the rural minimum living security system,guarantee their basic living rights and provide comprehensive living security.By means of literature research,expert consultation,comparative analysis,field research and other research methods,this paper has conducted a comprehensive investigation into the implementation of the rural minimum subsistence security system in W City.There are forward specific measures for the implementation of the minimum living security system in W City by using the public product theory,the poverty cycle theory,welfare economics and other the theoretical basis.Using different analysis methods to discuss the problems arise due to the lack of institutional personnel,the implementation rules of the minimum living security system are not perfect,the connection with other social assistance systems is not perfect,and the legal restrictions are not strict in the city of W.Based on successful experience at home and abroad,we have put forward more scientific and effective measures for the implementation of rural minimum livelihood security system.First,we need to improve the personalization of the subsistence security system,build a financial system for the minimum living security in rural areas,and which will transform from subsistence security to subsistence security to strengthen the ability of the minimum subsistence security system.Second,we will establish a complaint and administrative review system for the operation of the subsistence allowance,formulate the relevant punishment rules for rural minimum living security,strengthen the three-pronged withdrawal mechanism for the subsistence allowances,and improve social supervision and institutional mechanisms.Third,we will enhance the construction of the rural minimum livelihood security system interactive platform,from promoting the informationization of the interactive platform,to strengthening the data interaction between various departments,and finally to build a professional team of the rural minimum livelihood security system and social assistance talents.Then,it will provide help to promote the sustainable strongly and development of the rural minimum living security system healthy in W City.
