The Coordinated Development Of“four Modernizations”of The Southern Xinjiang At XPCC: Based On The Coupling Coordination Degree Model

Over the past 40 years of reform and opening up,as socialism with Chinese characteristics has entered a new era.China’s economic and social development has also entered a new journey.On the new starting point of the new journey of the new era,we must firmly grasp the new characteristics of new urbanization,new industrialization,agricultural modernization and informationization.Comrade Xi Jinping pointed out in the party’s nineteenth report that it was imperative to "promote the simultaneous development of new types of industrialization,informationization,urbanization and agricultural modernization",to find the right point of focus in accordance with the requirements of the new development philosophy,and to follow the path of simultaneous development of "four industries",which is an urgent requirement for gradually strengthening China’s economic strength and comprehensive national power and achieving the great revival of the Chinese nation.Based on this,this paper to the Xinjiang Southern Corps,"four" coordinated development of the situation of research,the Corps in the new period of rapid economic operation and agricultural and animal husbandry comprehensive supporting reform and the "three rural" issue has an important practical significance and theoretical value.First of all,the paper systematically combed through the relevant domestic and foreign literature on the coordinated development of the "four-ization",and summarized the empirical methods and theoretical foundations suitable for the coordinated development of the South Frontier Corps,while analyzing the theoretical connotations and related basic knowledge of the coordinated development of the "four-ization",which will provide a solid foundation for subsequent research.Secondly,a description and analysis of the current status,characteristics and problems of the development of the South Xinjiang Corps’ "four-ization" has been carried out,and a system of evaluation indicators for the coordinated development of the "four-ization" has been constructed,the raw indicator data have been processed by the extreme value method and the weight of the indicators have been determined by the entropy method,so as to calculate the level of the South Xinjiang Corps’ "four-ization" coordinated comprehensive development index,on the basis of which the South Xinjiang Corps’ "two-ization","three-ization" and "four-ization" have been evaluated using the coupled coordination model respectively.Then use the gray GM(1,N)and the driving force model from which to dig out the South Xinjiang Corps "four" development of the short board and the driving and obstructive factors affecting the coordinated development of the divisions "four",so as to draw the following conclusions:(1)the South Xinjiang Corps "four" comprehensive development index level is in an upward trend,but the development of the divisions is not stable enough,the gap is large;(2)after a decade of development and change,the South Xinjiang Corps "four" development of the coupled degree of coordination from a barely coordinated state to intermediate coordination,up two development stages.However,from the spatial point of view,the degree of coordination of coupling has the phenomenon of high east and low west,and the gap between the divisions has a tendency to increase year by year;(3)in the process of coordinated development of the South Border Corps "four","four" plays a driving role in the development of the system to varying degrees,in which the driving force of agricultural modernization and information technology is stronger than new urbanization and industrialization.In the short term,the effective promotion of information technology on the system of coordinated development of the driving role is the key factor to promote the coordinated development of the South Xinjiang Corps "four".Finally,in the light of the actual situation of economic development in the Southern Border Corps,the Corps put forward policy recommendations on how to promote the coordinated development of the "four industries" :(1)to speed up the process of new industrialization and enhance the driving force of the "four industries";(2)to improve the quality of new urbanization and broaden the space for the integration of the "four industries";(3)to change the mode of agricultural modernization and consolidate the basis for the development of the "four industries";(4)to play a leading role in information technology and promote the coordinated development of the "four industries".On the basis of the above conclusions,the paper argues that the Xinjiang Southern Border Corps should highlight the requirements of green development,promote the coordinated development of the "four industries",focus on fostering strategic new industries,vigorously develop intelligent manufacturing and modern services,and increase the development speed of new industrialization in a variety of ways.At the same time,it should also focus on promoting the deep integration of information technology and industrialization,coordinating agricultural modernization and urbanization,and the healthy interaction between industrialization and urbanization.
