As people's living standards increasing,customers' demand for high quality agricultural products is significantly raised.It has become a problem that how to ensure the sustainable development of fresh agricultural products in order to meet the huge demand.As a characteristic industry in Gansu province,Plateau summer vegetable plays a vital role in economic life,poverty alleviation and other aspects.As Plateau summer vegetable is sorted to fresh farm products,it is significantly worthwhile to do the research of plateau summer vegetables.However,the adverse phenomenon of this industry is also obvious.Such as the low price of vegetables has a negative effect on farmers' productivity,and it usually makes a huge loss when plateau summer vegetables are transported.Besides,there is little profit in the plateau summer vegetable industry.Various risk factors from internal and external system both affect the reliability of the plateau summer vegetable supply chain.As a result,it is urgent to solve the difficulty that effectively assess and control the risks in the supply chain of plateau summer vegetables.This paper mainly conducts the research of risk assessment and risk control on the plateau summer vegetable supply chain,so as to improve its reliability and reduce risks.Based on the supply chain risk management theory and the related theory of fresh agricultural products supply chain,as well as combining with previous research results,this essay study the risk of plateau summer vegetable supply chain from the following four levels: the establishment of evaluation system,the establishment of evaluation model,the application of model and the control strategy.In order to establish the risk assessment system,the paper firstly analyzes the current environment and the existing problems of plateau summer vegetable industry,and then combing with the supply chain risk factors which are recognized by domestic researchers and foreign scholars to identify the total risks of the plateau summer vegetable supply chain from seven angles: supply,processing,logistics,demand,information,cooperation and environment.Finally,twenty-three risk factors have been determined by making enquiry with experts.When constructing the risk assessment model,two assessment models are built respectively by gray fuzzy comprehensive evaluation and matter-element analysis.After that,according to the experts' score data of the plateau summer vegetable supply chain,the evaluation system and evaluation model were applied.Combined with the evaluation results of the above two methods,the risk level of the plateau summer vegetable supply chain is "medium".The order of risk degree in various fields from high to low: Logistics distribution,External environment,Information technology,Purchase and supply,Cooperation relationship,Demand risk,Production and processing.It is also clear that the ranking of therisk levels of the risk factors within each link.In terms of the final risk control strategy,according to the evaluation results,the strategy is proposed from the overall risk control of the chain and the risk control of the link.The overall risk starts from supply chain coordination,the perspective of emergency regulation and government guidance.In logistics distribution,it is necessary to accelerate the construction and improvement of cold chain logistics infrastructure,improve the standardization of nodes,increase the introduction of technology and talents,strengthen the control of logistics outsourcing;the external environment is mainly from agricultural technology and agricultural insurance.Information technology is mainly to establish an information sharing platform and information trace-ability platform;procurement and supply mainly from order agriculture,strengthen delivery control and supplier selection;cooperation relationship is mainly from the interest distribution mechanism and the core enterprise perspective;demand risk is mainly from the brand promotion perspective.
