Empirical Study On Scale Planting Efficiency Of Rice In Hunan Province

Hunan Province has the endowment of Moderate-scale rice cultivation and is an important commodity grain production base in China.Promoting moderate-scale rice cultivation in Hunan Province is not only the need to maintain national food security in the new era,but also the need for the development of Hunan’s regional characteristic economy However,rice cultivation and operation in Hunan Province are facing many bottlenecks,such as land scale transfer,adoption of new technologies,standardized operation and intelligent management caused by the loss of labor force and inefficient expansion of scale,which seriously restrict the improvement of comprehensive capacity of grain production in Hunan Province.Based on this,it is of great reference value and practical significance for China to design a long-term mechanism for ensuring food security in the new period and promoting sustainable growth of agricultural economy to carry out research on how to improve the production efficiency of rice under appropriate scaleBased on the theory of economic growth and the theory of scale economy,this paper studies the effect of moderate scale expansion of rice operation and simultaneous improvement in efficiency on promoting rice production and economic growth of rice industry from the perspectives of decision-making behavior of operators,technological progress and institutional innovation.Based on field survey data,this paper makes statistical and quantitative analysis of rice scale cultivating efficiency and its shadow in Hunan Province,and lastly,an empirical analysis of rice scale cultivating in the United States and Japan was carried out.The results show that:(1)the level of rice scale cultivating efficiency in Hunan Province is general,and the mean value of the overall comprehensive technical efficiency index is 0.828;the comprehensive technical efficiency index of rice scale cultivating of medium-sized and large-scale operators is more effective,but the level of pure technical efficiency index is generally lower than that of small-scale operators.(2)There is a weak positive correlation between the age of the operator and the efficiency of rice scale cultivation in Hunan Province,while the quantity of social services purchased by the operator and the frequency of technical training have a significant positive correlation with the efficiency of rice scale cultivation in Hunan Province.(3)The successful practice of"American Model" and "Japanese Model" to improve the efficiency of rice cultivating on a large scale shows that Hunan Province should coordinate the coordinated development between retail investors and new business entities,encourage innovative business models and improve the construction of public service platforms in the practice of promoting the efficiency of rice cultivating on a large scale.Therefore,further promoting the moderate scale operation of rice in Hunan Province must play the two roles of the government and the market:insisting on the strategy of simultaneous promotion of moderate-scale management and efficiency of rice;insisting on the policy of increasing farmers’income;establishing a new social service system for rice production and paying attention to the effective transformation of innovative achievements in rice production technology.
