The 19 th Party Congress report pointed out that " Innovation is the first driving force leading development and the strategic support for building a modern economic system".With the vigorous development of the new round of scientific and technological revolution and industrial revolution,especially the extensive application of network information technology,scientific and technological innovation has shown an explosive growth trend.Information technology with the Internet as its core is deeply integrated with all walks of life,as well as the growing demand for personalization and diversification.New products,new formats,new markets and new models are constantly emerging,providing a broad space for SMEs to innovate and develop.Qingdao's SMEs have the characteristics of flexible organizational structure,high degree of specialization,strong adaptability to the external environment and quick response.They have their unique advantages in the development and implementation of scientific and technological innovation.But at the same time,there are many problems and limitations in SMEs,such as lack of innovation motivation,lagging construction of enterprise innovation culture and relatively weak investment in scientific and technological innovation.The research on the scientific and technological innovation of SMEs in Qingdao is just tounderstand the outstanding problems existing in the scientific and technological innovation of SMEs in Qingdao and to enhance the scientific and technological innovation capability of SMEs in Qingdao.This paper summarizes the core factors that affect the scientific and technological innovation of SMEs by discussing the concepts and basic theories of SMEs,scientific and technological innovation,and puts forward the evaluation index system of scientific and technological innovation of SMEs.After studying and analyzing the typical implementation modes of scientific and technological innovation of SMEs at home and abroad,this paper discusses and analyzes the present situation of scientific and technological innovation of SMEs in Qingdao city by using AHP,verifies the characteristics and problems of scientific and technological innovation of SMEs in Qingdao city,and then puts forward countermeasures and suggestions from six aspects of scientific and technological innovation environment,scientific and technological innovation team,scientific and technological innovation management,scientific and technological innovation investment,scientific and technological innovation transformation,and scientific and technological innovation service platform construction,providing new ideas for the development of scientific and technological innovation of SMEs in Qingdao city.
