The Implementation Problem Analysis Of Inner Mongolia Science And Technology Innovation Policy

Scientific and technological innovation is the core of implementing innovation-driven development strategy in China.To accelerate the pace of scientific and technological innovation,we must formulate complete scientific and technological innovation policies and promote their effective implementation.Inner Mongolia's economic growth depends on resource advantage for a long time,the overall level of scientific and technological innovation is relatively low,which has become a major weakness in promoting high-quality economic development.Although in the new stage of economic development,Inner Mongolia has formulated and issued a series of policies related to scientific and technological innovation in order to enhance the ability of scientific and technological innovation through government guidance and policies,the implementation effect of these policies is still not obvious.Based on a series of science and technology innovation policy in Inner Mongolia since 2012,to carry out the investigation and problem analysis,combing analysis good experience and draw lessons from the advanced provinces,also puts forward several suggestions on the next step to improve optimization,to further optimize the technological innovation policy in Inner Mongolia,the improvement of science and technology innovation policy implementation effect,and constantly enhance regional scientific and technological innovation comprehensive ability,which is great significance.From 2012 to 2018,the Inner Mongolia autonomous region formulated 53 scientific and technological innovation policies,forming a relatively systematic system of scientific and technological innovation policies.From the perspective of policy types,the number of environmental policies mainly based on laws and regulations is relatively large,while the number of supply and demand policies is relatively small,the balance of policy tools is not strong,and the policy content tends to be mandatory or managed,lacking support and services.Through the questionnaire survey,field research and interview with the science and technology innovation policy subjects such as enterprises,research institutes and universities in Inner Mongolia,it is found that there are some problems in the implementation of scientific and technological innovation policy,such as weak publicity and popularization,policy implementation is not in place,it is difficult to implement preferential policies,and supporting procedures are not accurate or detailed.The main reasons influencing the effect of policy implementation include both the factors of policy making itself and environmental factors other than policy making,which indicates that the precision and operability of policy making are not strong enough in Inner Mongolia,and it is not suitable for its own scientific and technological innovation ability.Through learning from advanced provinces to promote scientific and technological innovation work of beneficial experience,according to this paper,if Inner Mongolia wants to do a good job in policy innovation,it should combine the actual situation of the region,according to the bottleneck problem,on the basis of optimizing the existing policies,put forward a number of policies and measures to accelerate the improvement of scientific and technological innovation ability,and at the same time,guarantee the effective implementation of policies by strengthening publicity and popularization,establishing coordination mechanism,refining implementation procedures and so on.
