Research On The Issues And Strategies About Industry Poverty Alleviation In County Z

In the report of the Nineteenth National Congress of the CPC,President Xi claims that "we should resolutely fight the hard battles of preventing and resolving major risks,precisely eliminating poverty and preventing pollution,so as to make the building of a well-off society in an all-round way recognized by the people and stand the test of history".Each of these three important tasks,which we commonly call the "Three Battles",is a hard fortress to conquer.Especially,the battle of targeted poverty alleviation,which makes President Xi spends the most of effort,is related to the quality of a well-off society in an all-round way,the happy life of millions of people,and the prosperity and strength of China.Nowadays,the time limit for building a well-off society in an all-round way in 2020 is approaching,and precise poverty alleviation has entered the final round.It is of great significance to analyze the problems in the work of specialty poverty alleviation and to put forward countermeasures for improvement and perfection.In recent years,through standardizing the precise implementation of projects,creating diversified development models,ensuring the availability of policy funds,and open supervision of the operation of projects,it plays a significant role in social forces for County Z,which has made the precise poverty alleviation,balanced development of villages,development of integration of primary,secondary and tertiary industries,and demonstration driven by typical industries.However,in the process of promoting the specialty poverty alleviation work in Z County,there are still some problems,such as poor industrial structure,difficult to maintain the aid model and insufficient endogenous power of poor households.The reasons for these problems can be summarized as follows: firstly,the pressure of poverty alleviation is relatively low,which makes the government lack the sense of hardship;secondly,the scattered distribution of poor households makes it difficult for enterprises to concentrate theirefforts;thirdly,the higher per capita income makes poor households expect too much;fourthly,the heavier assessment task makes poor cadres have to compromise and so on.Therefore,on the basis of learning from the experience of other regions,this paper puts forward the following suggestions for improvement and perfection of specialty poverty alleviation work in Z county: first,to make overall planning,to plan industrial layout with high standards,so as to make the poverty alleviation industrial structure of the whole county more integrated and sustainable;second,to lay stress on the market,to build a multi-mode interest community,and to insist on market means,to let poor households participate in market competition and form a stable cooperative model with enterprises;Third,eliminate poverty,make up their minds to change lazy thinking,fully stimulate the endogenous motive force of poor households as the main body of poverty alleviation,and expand poverty alleviation participation rate of poor households;Fourth,strict management,supervision of project operation in the whole process,and ensure every penny to be spent on poor households.
