| Public rental housing not only fills the government’s lack of housing security policy for the “sandwich” group,eases the contradiction between housing supply and demand,and further expands the scope of protection objects.At the same time,it promotes the healthy development of the housing rental market,which is beneficial to related industries.The strong driving effect,while stimulating consumption,also creates favorable conditions for expanding consumption in the future.However,a series of problems in the process of implementing public rental housing by local governments have seriously affected the original intention of policy formulation and violated social fairness and justice.Although governments at all levels from the central to local governments have taken public rental housing as a major livelihood project and issued relevant policy documents,they have increased their investment in human,financial and material resources.The living conditions of low-and middle-income families with housing difficulties have been significantly improved.The problem has been alleviated,but there are still problems of insufficient public rental housing construction,unreasonable resource allocation,and inadequate management and maintenance.Therefore,we carried out a survey and research on the current situation of the implementation of public rental housing in Gongxian County,Sichuan,using literature analysis and questionnaire survey methods to analyze the main problems in the implementation of public rental housing,and to verify that the construction of public rental housing in Gong County does not exist,The problem of unreasonable resource allocation and inadequate management,maintenance and utilization,combined with the relevant theories of public management to analyze the causes of the problem,and put forward practical suggestions,will help improve the level of social welfare in economically underdeveloped areas,especially in areas where ethnic minorities are treated,and relieve people.The contradiction between increasing housing demand and unbalanced supply is of great practical significance to prevent welfare spillovers.This article focuses on the research on the current situation of public rental housing in Gongxian County,Sichuan Province.It points out that it is the government’s obligation to provide residents with basic housing security.It emphasizes that theimplementation of public rental housing is of great significance.At the same time,it follows the ideas of discovering,analyzing and solving problems to investigate and study the current situation of the implementation of public rental housing in Gong County,Sichuan.It also puts forward eight suggestions from the construction level of public rental housing,the resource allocation level of public rental housing,and the management,maintenance and use of public rental housing,namely,optimizing the location and layout,improving supporting facilities,and achieving livability;improving the construction model to attract social capital participation;strengthening Public rental housing informatization construction to ensure coverage;scientific supply to ensure housing demand;improve the distribution system,strengthen distribution supervision,publicity,and publicity;improve the access and exit system,and build a joint review and supervision mechanism;increase financial investment and introduce Third-party management model;play the role of the main market and improve the construction of supporting facilities,so as to promote the healthy and stable development of public rental housing in Gongxian County and even the whole city of the whole province. |
