| Retention and recruitment issues, imminent changes in the labour market, and the desire to change the bureaucratic perception of municipal government to one that engages and challenges employees inspired this research. The objective is to ease retention problems and initiate an inclusive leadership approach, rather than a traditional top down approach. Introducing transformational leadership, the focus of this study is developing employees, and providing progressive and efficient government services by increasing the understanding, opportunity and value of including stakeholders in planning and implementing change. Using participatory action research and a survey to measure success, the project digs deep to engage all employees to create shared values, a vision and a mission statement, improve morale and communication, share decision-making and renew passion. By jointly analyzing and developing a human resource development (HRD) model, the research constructed opportunities to recognize and grow potential in municipal government employees. |
