| Public service refers to the general term of the products and services provided by the government to meet the public needs of the society.The public service of construction project involves public security,environmental protection and other important government public service functions.On July 3,2018,the State Council issued a three-year action plan to win the battle against blue skies,which set out specific requirements for public service governance in construction projects.However,due to the large scale,long duration and large number of public service departments involved in construction projects,the supply and management of public service in construction projects are of low quality and low efficiency,and the influence scope is very wide.The content of public service governance in construction projects is increasingly clear,but the drawbacks of the governance implementation process are prominent,and it is urgent to improve its governance model.Therefore,this paper takes the construction project public service governance as the starting point,promotes the governance process reengineering from the micro perspective,explores the construction project public service governance platform model from the macro perspective,and clarifies the connotation of the networked-platform governance mode.Through the development path of "pilot→promotion→ co-governance" governance platform,promote the upgrading of the governance mode of public service in construction projects.1)Literature review,research ideas and technical route.On the basis of detailed literature review,this paper analyzes the research status and direction of the mode of networked-governance platform for construction engineering public service,and points out the shortcomings of the current research.Furthermore,research objectives and methods are clarified,and research ideas are designed.2)Core concepts and theoretical basis.Clarify the core concepts of this paper;through literature review,understand the government affairs process reengineering,platform economics,network governance theory related knowledge.It lays a theoretical foundation for reshaping the governance process of public service in construction projects and constructing the mode of platform governance.3)Construction project public service management process reengineering.The reengineering framework of public service governance process of construction engineering is constructed,and the defects of traditional governance process are diagnosed based on the Timed Petri Net and the governance process of public service of construction engineering is reshaped.Compare and clarify the new governance process as the construction project public service the mode of platform governance,construct the index evaluation method and clarify the effectiveness of the construction project public service the mode of platform governance.4)Analysis on the mode of networked-platform governance for construction project public service.Based on the characteristics of the bilateral market structure of the governance platform,this paper analyzes the governance platform mode of construction engineering public service,and describes the development path of the governance platform mode from "pilot→ promotion→ co-governance".This paper expounds the characteristics of networked governance of governance platform mode and provides a path to solve the dilemma of governance platform mode.5)Empirical analysis.The concrete case of "Nanjing Mode" is selected to investigate the validity of the mode of networked-platform governance for construction engineering public service in the case.The transformation process of process reengineering of "Nanjing Mode" is discussed,and the characteristics of "Nanjing Mode" are deeply analyzed.Verify the effectiveness of the case governance platform model by combining the governance achievements of "Nanjing Mode";from the perspective of public management,it is judged that "Nanjing Mode" is not a networked governance mode,and three optimization measures are proposed for the governance dilemma of "Nanjing Mode" from the perspective of networked governance. |
