| The eighteen Party Congress report pointed out that the basic level organization of the party is to unite and lead the people in implementing the party’s theories and policies,the implementation of the tasks of the party’s fighting force,to improve the party’s grass-roots organization system,strengthening the building grass-roots party organization leader.As the most basic and most advanced fighting fortress of the community,the party organizations in the residential areas play a leading role in building a harmonious community,strengthening the construction of grassroots political power and consolidating the party’s governing foundation.The theory of this study based on theory of public service motivation and performance in the party,Secretary of the Shanghai city H District residential area as the research object,the public service motivation and building performance status quo,combined with the H party status,analyze the influencing factors of Residential District Secretary of public service motivation and performance of the party,in order to improve the H district party put forward some suggestions.In this study,the whole group sampling method was used to investigate the whole neighborhood committee of the H district with 222 residents.The questionnaires were issued 222 questionnaires,213 questionnaires were recovered,and the recovery rate was 96.2%.The investigation included the status of Resident District Secretary of public service motivation and performance of Party building two part,public service motivation survey on the application of Perry public service motivation four dimension scale,the scale is divided into public policy participation,public interest identification,compassion and self sacrifice of 4 dimensions.Party building performance scale,comprehensive consideration of Shanghai municipal Party Committee Organization Department,district(county)grass-roots party organization evaluation system,through the simplified scoring project,and the standard for evaluation,divided into the construction of Party organization and the masses of 3 dimensions,vanguard.Questionnaire survey was conducted by using EpiData3.1,SPSS 22 statistical software was used to analyze the internal consistency reliability analysis,using the exploratory factor analysis to analyze the validity of Cronbach’.Descriptive statistics,single factor analysis of variance and Pearson correlation analysis were used to analyze the data.Investigation conclusion:First,the residents of the District Secretary with public service motivation.That public service motivation in residential Secretary of this group in the presence of public interest,identity and self sacrifice is the two dimensions of the main public service motivation,public service motivation and compared to other public sector higher level.Second,the motivation of public service has a significant positive correlation with the construction of the party members in the community.Public service motivation of the residents of the District Secretary,the stronger the ability to bring the team,Party members are also more cohesive,more solidarity.Third,the residents of the group of the age of the fault phenomenon is serious.In the process of some residential Secretary to carry out interviews,some residents in the District Secretary of age retiring or retired,the other part is the number one issue in recent years in accordance with the municipal requirements,and with the young secretary,in the range of 35-45 years old residents of the District Secretary is very scarce,tenure has two people more,the distribution of the middle small.Fourth,the party secretary of the party building performance level in terms of compassion has a positive correlation.In the community party building work,the more people think of the residents of the District Secretary,the better the party building work.In the urban community,the most need to care about is the vulnerable groups,and the living conditions of the disadvantaged groups can also reflect the good and bad of the party building work in a residential area from the side.Fifth,effects of public service motivation factors and demographic variables were not significant,but the residents of the District Secretary of public service and academic motivation there is a certain correlation,the relationship between correlation and residential area Party Secretary performance and consistent degree. |
