| Tax department,the economic management and administrative institution,will greatly promote the development of the national economy if it can effectively enhance operation effectiveness and the ability of serving taxpayers by carrying out performance appraisal.In order to promote the quality and the effectiveness of the tax work,the national tax system has been continuously exploring and improving the performance appraisal index system in recent years.However,due to the diverse functions and complex business of the tax department,some problems in the performance appraisal index system,taking the significant changes faced by the state and local tax after the merger into consideration,need to be improved.In the process of studying this paper,the author takes a competent department of the provincial tax system-N Tax Bureau as the research object,and makes a systematic discussion according to the research ideas of finding,analyzing and solving problems.First of all,it puts forward the research background,research purpose and significance of this paper,and discusses the relevant theories of this paper;secondly,through literature review,profound interviews and comparative analysis of relevant data,it conducts research and analysis on its existing performance appraisal index system,finds problems and analyzes the reasons;finally,combined with the actual situation of N Taxation Bureau,it studies and explores the key performance indicators(KPI)as the core to optimize the performance appraisal index system,this paper expounds the process of KPI system optimization,and puts forward the specific optimization design.At the same time,thinking about putting forward relevant financial,organizational,cultural and institutional guarantees will ensure the implementation of the performance appraisal index system.After research,the author believes that the performance appraisal index system with KPI as the core can effectively refine and practice the strategic objectives,increase the work enthusiasm of employees,and help N Taxation Bureau to solve the comprehensive and lacking existing appraisal index system settings Problems such as objectivity and scientificity,thereby improving the overall performance assessment level of N Taxation Bureau.At the same time,it is hoped that the research conducted in this paper can provide a reference for the improvement and development of the performance appraisal index system of other administrative agencies. |
