Research On Integrated Service Management Model Of Local Sanatorium Of Retired Cadres

The local Sanatorium of Retired Cadres(abbreviation: RC Sanatorium)was established for qualified retired cadres under certain historical conditions,the period of planned economy.By taking advantage of its administrative affairs management and service guarantee functions,RC Sanatorium provides "closed,institutionalized" centralized service management for retired cadres.But with more than 30 years' development of economy and society,the original centralized service management model of RC Sanatorium faces many challenges and difficulties,which is also difficult to adapt to the new tasks of the new situation.Therefore,as increasing aging of China's population and the demand of the old-age market,to achieve the simultaneous coordination of the RC Sanatorium and the economic and social reform and development,and to fulfilled the requirements of “seriously doing retired cadres work” mentioned in the party's 19 th National Congress,it is necessary to accomplish the service management transformation of the RC Sanatorium.As the situation of aging speed of population is getting grim and the cadre ranks is increasing,based on the welfare pluralism theory in public management,Maslow's hierarchy of needs and the psychology esthetics principle,this article reviews the system establishment and evolution course of Qinghai RC Sanatorium,and gives a deep and complete analysis and investigation of the existing service management model,content and current situation of retired cadres,according to the report and statistical date revealed by Qinghai provincial bureau of veteran cadres.This paper also points out the problems existing in current service management mode of local RC Sanatorium in Qinghai Province,and analyzes on necessity of transformational for current mode.Furthermore,it provides a model reference for the transformation and development of local RC Sanatorium and puts forward the goal of "resource sharing and open services" to realize the reasonable allocation of old-age service resources and allow more retirees to enjoy the integrated service management model of old-age resources.Finally,this article also explains feasibility analysis and obstacle factor analysis of the integrated service management model,then,five strategies are put forward to promote the integrated service management model,namely,raising awareness and strengthening exploration and practice;steadily advancing and improving the mechanism and system;government support and introducing social capital;people-oriented and implementing various benefits;exerting talents and strengthening the team build.
