Research On Grid Governance Model Of Urban Community In Big Data Era

With the acceleration of the process of social transformation,the interests differentiation and social contradictions are becoming more and more complex,the governance of urban communities needs innovation.In order to solve the problems arising from the current urbanization,the Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed:"adhere to the source of governance,addressing both the symptoms and root causes,focusing on governance,to grid management,social services as the direction,improve the grass-roots comprehensive service management platform."The report of the 19th National Congress of the Communist Party of China first put forward the ideas and requirements for building a social governance pattern of joint governance and shared governance from the perspective of advancing system construction.Recently,in order to respond to the party’s call to construct fine social governance,the in-depth application of information technology in the field of urban management has given birth to the idea of urban grid service management,and its application has achieved outstanding results,to become a new paradigm of Urban Social Governance.In order to adapt to the new situation of strengthening and innovating social management in China and enhance the function of urban and rural community services,the 2017"opinions of the Central Committee of the Communist Party of China and the State Council on strengthening and improving urban and rural community governance" pointed out that,it is necessary to strengthen the application ability of community informatization,speed up the construction of comprehensive information platform of urban and rural community public service,and explore new models of networked community governance and service.In the 2019 Shandong Province"implementation opinions on strengthening and improving urban and rural community governance",it was proposed to further strengthen and innovate the management of grid services in urban and rural communities,so as to maximize the extension of social governance to the bottom level.Jimo District of Qingdao city has become one of the important pilot cities of grid governance by seizing the tuyere of information construction,in order to achieve the goal of strengthening and innovating social governance.Internet plus China’s Jimo branch and Shandong branch of the China Unicom operator have been actively implementing the "Internet+" research area.Relying on the new information media such as big data,cloud storage and industrial Internet,the Jimo regional social governance comprehensive information platform has been created,providing new ideas and new means for Jimo’s social governance.At the beginning of 2020,the experience and practice of grid governance in Jimo district has been reported in detail by the column of news network.Based on the above background,this paper takes the practice of grid governance in Jimo district as the main research object.Firstly,it discusses the related concepts of grid governance and the related theories of big data.Secondly,combined with the reality of Jimo District,Qingdao,it summarizes and analyzes the current situation of grid governance in Jimo District,Qingdao,and summarizes the experience systematically,This paper explores the practical role of grid governance,refines the innovative experience of Community Grid governance in Jimo District of Qingdao City under the background of big data,and points out the shortcomings in practice,such as the lagging service level,the lack of mass participation,the imbalance of regional development and other problems,as well as the resulting administrative power leading,the lack of team management construction,the lack of public participation,the lack of social support,the lack of social support,the lack of social support,the lack of social support and the lack of social support There are many reasons,such as the lack of identity cultivation of residents and social forces,the imperfect system construction,and the lack of unified standards in all aspects.Then,by comparing with other typical models of urban grid governance in China,the paper explores the development path of Jimo District grid governance in the future,that is,to improve the grid system operation guarantee and enhance the ability of community overall governance;Strengthen the team building,improve the grid staff work motivation;Increase the integration of resources,improve the level of information services;We need to mobilize social forces to promote multi subject collaborative governance.In order to strengthen the integration of the existing information of the platform and improve the level and degree of resource sharing,we need to persist in building seamless government governance model in the process of grid governance,improve the efficiency of Community Grid governance,and realize the flat and refined management innovation of society.
