| Since the 21 st century,with the further transformation of Chinese society and the increase of various uncertain factors,China has entered into a high-risk society.The ability of public crisis management has become an important consideration for the stable development of today’s society.As a densely crowded area,emergencies occur frequently in colleges and universities.The overseas student "partner" project of Shandong University,the suicide of a graduate student surnamed Chen of Huazhong University of Science and Technology,the cat abuse incident of a student of Shandong University of Technology,and the replacement study incident of a student named Chen Chunxiu have all aroused hot discussions among the public.In addition to the general characteristics of harmfulness,suddency and urgency,emergencies in colleges and universities also have the unique characteristics of subject activity,social sensitivity and high attention.Effective management of emergencies in colleges and universities is of great significance for purifying the school spirit and stabilizing the order in colleges and universities.Since 2003 after the SARS incident,emergency management in both theory and practice has made great progress,"a case San Zhi" as the core of the comprehensive emergency management system has been established,The Ministry of Emergency Management was established in 2018,to the attention of the public crisis management level rising,But the present crisis management in colleges and universities in the process of actual operation,there is still a heavy disposal light aftermath,attaches great importance to the crisis in the scene processing,despise deformity caused by the problems arising from the crisis management resources allocation pattern,show the crisis emergency disposal often go all out,and the aftermath of the crisis of disposal and recovery tend to go away.At present,colleges and universities should be aware that the temporary containment of crisis does not mean the end of crisis management process,but enters a new period of management--the post-crisis management stage.Based on the 4R theory of crisis management,this paper analyzes the current situation of emergency management in colleges and universities through case comparison and questionnaire survey,and analyzes the common problems in the post-crisis work in colleges and universities in China:University crisis aftermath organization system is not sound,lack of effective follow-up disposal work,formal and psychological intervention work stage,the mess media aphasia and speech,and follow-up study improvement work does not reach the designated position,etc.,to solve all these problems.To improve the post-crisis management in colleges and universities,we should start from five aspects: to perfect the organizational system of post-crisis management in colleges and universities,to standardize the post-crisis recovery and accountability,to pay attention to information disclosure and public opinion guidance,to perfect the psychological intervention work in colleges and universities,and to build the learning and improvement mechanism of post-crisis management in colleges and universities.Through the research of this paper,it is expected to play a certain guiding role in the post-crisis management and recovery of colleges and universities in China. |
