Research On Improvement Of Governance Capacity Of Township Government

With the needs of my country’s economic development and urbanization,in recent years,rural areas in many places have been relocated,and the governance capabilities of township governments have continued to develop with the acceleration of the relocation of villages and the acceleration of urbanization.The "National Rural Revitalization Strategic Plan2018-2022" proposes that village development should conform to the law and evolution of village development,which urgently needs to improve the grassroots governance capabilities of township governments.At the Fourth Plenary Session of the 19 th Central Committee of the Communist Party of China held in 10 th,2019,it was the first time to promote the modernization of the national governance system and governance capabilities.Due to tight time and few practical experience,few domestic scholars have studied the governance capabilities of township governments.Existing theoretical research lags behind the current social development,and it is still unable to provide operable opinions on how to improve the governance capacity of township governments better and faster.For this reason,it is very important to study the current situation of the township government’s governance of society,analyze the problems encountered by the township government in governance of society and its own deficiencies,and then put forward practical opinions.Based on field investigations,visits,inquiries,and data review,this article analyzes the results of village relocation and reconstruction caused by the insufficient safety distance of chemical parks in M Town of T City under the national,provincial and municipal policies on the development of chemical parks,and analyzes the organization of the township government.The role played by the village in the relocation process is to refine the governance capabilities demonstrated in solving the relocation problems,analyze the current constraints of the township government’s governance work,and summarize the path to effective improvement of the township government’s governance capabilities.According to the analysis,the government of Town M in T City has innovated the "five-action work method",which embodies the organization and cooperation ability in the formulation and coordinated promotion of the relocation plan,and the internal management ability in the personnel arrangement and the number selection of the house,and the construction plan for the new community The determination of the government reflects the ability to "serve the people" in governance.At the same time,the progress of the relocation of various villages is different,and "nail households" occasionally occur.Although the villagers face the relocation,although the mainstream voice supports them,some villagers are still dissatisfied with the relocation plan and follow-up public services provided by the government.This also explains from the side the problems of insufficient fiscal capacity,limited diversified cooperative governance,imperfect internal supervision mechanism,and insufficient assessment management.The reasons are as follows: the existing administrative system is restricted,the governance environment is complex under the background of economic reform,and the township government is insufficient in the governance of "people","finance",and "materials." Through case analysis and research,this article believes that only by accelerating the improvement of the modern governance system,improving the internal governance capabilities of township governments,improving the level of township fiscal revenues and optimizing public services can the governance capabilities of township governments be promoted.
