In recent years,China has successively introduced policies and systems related to the reform of public institutions and human resources management,and put forward the requirements of further standardizing the human resources management of public institutions,building high-quality staff of public institutions,and promoting the development of public services.It has more clearly adhered to the principle that the party manages cadres and talents,and established the direction of human resources system reform of public institutions.In the work of human resources management,it is necessary to further strengthen the team building,and strive to cultivate a team of high-quality personnel who have firm beliefs,serve the people,be diligent and pragmatic,dare to take responsibility,and be honest and clean.In this paper,the human resource managers of public institutions in D Bureau are taken as the research objects,and the methods of literature research,questionnaire survey,interview survey and statistical analysis are used.Based on the perspective of self-cognition,this study investigates the competence of human resource managers,compares the importance and competency scores of human resource managers and analyzes the matching degree between them,thus proposing countermeasures to improve competence of human resource managers.At present,the demand of human resources managers of public institutions in D Bureau is divided into four aspects: political quality,professional ethics,professional knowledge and professional skills.From the perspective of self-cognition,the competences of political quality and professional ethics of human resource managers meet their demands.However,the following competences of human human resource managers haven’t met their demands: the professional knowledge includes laws and regulations of personnel administration,laws,file management,social insurance,salary and welfare,performance management;the professional skills include ability to do ideological work,teamwork and policy understanding.Based on the results,this paper puts forward three ways to improve the competence of human resource managers of public institutions in D Bureau: strengthening training,establishing supervision and communication mechanisms and enhancing self-awareness.
