| The Fourth Plenary Session of the 19th CPC Central Committee pointed out that we must continue to explore the road of building a co-governance and sharing system to achieve the integrated development of all parties in social governance.Community governance is the cornerstone of social governance and the foundation for the construction of a social environment.Old community governance is also the difficulty and focus of community governance.The cooperative governance theory also reflects the principles of co-construction,co-governance and sharing,and community awareness.Under the pattern of building a co-construction,co-governance and shared social governance,taking the Yulin Road community as an example,the literature research method,interview method,comparative research method,and cooperative governance theory is used to support the in-depth discussion of governance issues in the old community of Fushun.Through field investigations,we have learned that the community construction of Yulin Road has achieved certain results in community governance,including party building,people’s livelihood,and environmental sanitation.However,it also revealed problems such as the lack of community governance subjects,backward community infrastructure,more community security hazards,highly administrative community governance,and single community governance methods.The main reasons are the large gap in community governance funds,the lack of marketization and professional strength of community services,and the society.It is caused by insufficient organizational strength,lack of residents’ sense of belonging to the community,lack of participation of governance subjects in governance channels,and unclear division of powers and responsibilities of governance subjects.By analyzing the reasons for the problems of the governance of the old communities,and combining with the actual conditions in the region,we have proposed to improve the professionalism,precision,marketization,and intelligence of community services;improve the construction of community culture and consolidate the community’s identity;and establish a diversified fund guarantee channel;Cultivate social organizations,strengthen the standardization of social organization operations;improve residents’ participation,negotiation,and supervision mechanisms;establish a community benefit sharing platform;improve the legal system to clarify subject rights and responsibilities;enhance community cadres’ ability to act in accordance with the law,and enhance residents’legal awareness And opinions through research to provide inspiration for the governance of old communities in similar areas. |
