Research On Harbin Government Service Improvement For The Non Public Economic Enterprises

The non-public economy is an indispensable part of China’s socialist economy.The non-public enterprises have experienced a difficult development in China.They have made great contributions to China’s economic construction.In recent years,the Chinese government has constantly introduced policies to support non-public enterprises.With the strong support of national policies,non-public enterprises have ushered in new opportunities for development.However,with the development of non-public enterprises,there is a higher demand for government services.In addition,the development of non-public enterprises in Harbin lags behind the developed areas,so how to improve the comprehensive government services more needed in the market is an urgent problem for Harbin to promote the development of non-public enterprises.Based on the new public management theory and new public service theory,this paper studies the government service improvement of non-public enterprises in Harbin.Firstly,the purpose and significance of the research on government service of non-public enterprises in Harbin are elaborated,and the literature on government service of non-public enterprises at home and abroad is sorted and summarized by using the method of literature review.Secondly,it uses case study method to survey the role of government in service economy in foreign advanced countries,such as the United States,Singapore and Denmark;then,it uses comparative analysis method to elaborate the successful experience of regional government services in China’s Yangtze River Delta,Pearl River Delta and Bohai rim regions,and finally analyzes the Enlightenment of government services for non-public enterprises This paper puts forward the elements of government service system to serve the development of non-public enterprises,and provides experience reference for the improvement of government service of non-public enterprises in Harbin.Thirdly,the paper elaborates the current situation of government services for the development of non-public enterprises in Harbin,including the current situation,achievements and main measures.Then it analyzes the existing problems,including the insufficient embodiment of service,the lack of comprehensive service,the low efficiency of service and the poor standardization of service.The reasons lie in the weak sense of service concept,the lack of comprehensive social service system,the insufficient information service means and the lack of necessary supervision for the service of non-public enterprises.Finally,according to the service system elements of government service for non-public enterprises,the paper puts forward the development service improvement strategy of Harbin as a non-public enterprise.In order to establish the correct idea of serving non-public enterprises as the guidance,establish a perfect social service system,strengthen the government’s intelligent information service ability,and strengthen the legal supervision of the security system of service improvement strategy.
