Research On The Coordinated Development Of Local Big Data Management Department And Archives Department

With the deeply developing of the Big Data era,data has grown exponentially and has become a key strategic resource,and bringing unprecedented development opportunities and challenges to traditional government governance.In order to better adapt to the changes in the new era and the new environment,Communist Party of China and Chinese government attach great importance to the development of Big Data,put forward a series of policy documents related to the national big data strategy,and emphasize the use of Big Data to improve the efficiency of government governance.In recent years,various local governments have successively introduced big data-related policies,and actively explored and tried to improve the level of government data governance in the big data environment.Undoubtedly,as important positions for data resource management,local big data management departments and archives departments both are key members participating in the national big data strategy.The close coordination between the two departments is a new way to relieve the pressure on massive data governance and effectively promote the level of government governance.If the archives department wants to seek a place for development in the era of big data,give full play to the advantages of the department,promote the development of archives,promote the construction of archives resources,and the of archives informatization construction,it needs the active support of the big data management department;In the process of government data management,decision support,and government services,the big data management department also needs the archives department to provide assistance as a rear support.Promoting a coordinated and orderly overall development of local big data management departments and archives departments is an inevitable trend in the era of big data.Therefore,it is necessary and urgent to discuss the coordinated development of local big data management departments and archives departments.First of all,it expounds the necessity of coordinated development between local big data management departments and archives departments from two aspects: the development of archives and the construction of digital government.It also discusses the feasibility of the coordinated development of the two from four aspects: national policy,departmental connection,academic environment and technological environment.This article also attempts to start from the internal and external environment of the collaboration between the big data management department and the archives department,analyze the synergy points of the collaborative development of the two parties and the external factors of the collaborative development,and lay the foundation for follow-up research.Secondly,Through the use of various research methods such as network research,literature research,field research,etc.,the author found that the current local big data management departments and archives departments are mainly cooperating in four aspects: government data integration,government data opening,government data services,and government data archiving.And then finds that the current stage of the local big data management department and the archives department are mainly engaged in four aspects of functional collaboration and data collaboration,service collaboration and business collaboration,and pointed out that there are still deficiencies in the current collaboration process such as low willingness to collaborate,unorganized functional relationships,communication needs to be strengthened,and incomplete collaborative content.At the same time,the author analyzes the cause of the problem,which lies in: Departmental concept barriers,management system barriers,lack of laws and policies,and insufficient self-construction.Finally,based on the analysis of the current situation of collaboration between the local big data management department and the archives department,specific countermeasures are proposed,such as enhancing the willingness of the department to cooperate,strengthening the mutual benefit of the department,strengthening long-term communication,promoting resource coordination,improving the system guarantee,and establishing a supervision and evaluation mechanism,in order to effectively promote the coordinated development between the local big data management department and the archives department.
