| Since the concept of “decent work” was introduced,how to improve and enhance people’s decent work has been a key concern of the state and society.At present,studies on decent work at the micro level are mainly focused on employees in enterprises and migrant workers,but there are relatively few studies on decent work for civil servants.Civil servants,as the implementers of the country’s public affairs,have been the representatives of decent work since ancient times.Hence most people have great expectations of this profession with their stable jobs and high social status.However,in the face of increasingly complex changes in the internal and external environment of the profession,civil servants answer the question of whether and to what extent decent work has been achieved by their own experience.This paper therefore looks at civil servants’ decent work as their self-perceptions in work situations and explores the impact on their attitudes and behavior based on their perceptions of decent work.This paper develops a research model of the impact of civil servants’ perceptions of decent work on their professional behavior from different theoretical perspectives.Firstly,based on social exchange theory,the impact of civil servants’ perception of decent work on occupational behavior is derived,thus defining the general direction of this paper.Secondly,based on self-determination theory and motivational information processing theory,the mediating role of basic psychological needs and pro-social motivation in the workplace is proposed to explore the path of civil servants’ perception of decent work on occupational behavior.Finally,based on face-related theory,the need for face is regarded as a personality trait of civil servants,and the moderating role of the need for face in the relationship between civil servants’ pro-social motivation and occupational behavior is proposed.This paper examines the influence of civil servants’ perceptions of decent work on occupational behavior through empirical analysis,and mainly draws the following conclusions:(1)civil servants’ perceptions of decent work have a significant positive influence on proactive work behavior and a significant negative influence on work withdrawal behavior;(2)basic psychological needs and pro-social motivation in the workplace play a mediating role between civil servants’ perceptions of decent work and proactive work behavior and work withdrawal behavior;(3)the need to save face moderates the relationship between pro-social motivation and proactive work behavior as well as between pro-social motivation and work withdrawal behavior of civil servants.Based on the above findings,corresponding countermeasures are proposed: firstly,to improve the level of decent work for civil servants in general;secondly,to focus on the examination and enhancement of civil servants’ pro-social motivation;thirdly,to pay attention to civil servants’ face needs and establish a correct concept of face. |
