At present,China’s endowment insurance has basically covered the formal employment groups,and flexible employment is a difficult problem that the national participation plan needs to overcome.In the promotion of the new urbanization strategy,flexible employees as the main body of urban workers should enjoy the basic endowment insurance for urban employees set up for the workers fairly.However,the current participation status of flexible employment employees in urban employee endowment insurance is not optimistic.The insurance rate has been hovering at a low level.In view of this situation,considering that the county area is the focus and difficulty of China’s social security system construction,and the situation of flexible employment is more prominent,this article takes the county as the inspection unit,and based on a questionnaire survey of Ningjin County,Hebei Province,to understand the current status and willingness to participate in the urban employee endowment insurance for flexible employees in the county.In view of the fact that the willingness to participate in the pension insurance for flexible employees is generally low and the participation behavior lags behind the participation willingness,we will consider the participation intention and the participation behavior.On the one hand,based on the questionnaire survey data,the Logistic regression model is used to analyze the factors that affect their subjective willingness to participate in insurance from the three aspects of personal characteristics,employment status,and policy cognition.On the other hand,through in-depth interviews,further understand the difficulties and problems encountered by flexible employees who are willing but not enrolled in insurance,and analyze the objective factors that restrict their willingness to enroll into insurance participation.Finally,according to the conclusion of the study,suggestions are made to promote flexible employment for endowment insurance.The research found that:age,education,skill level,income,income stability,pension insurance importance,pension insurance policy satisfaction and participation intention have a significant positive correlation;Flexible employees often face practical problems such as lack of understanding of insurance policies,limited eligibility for insurance,insufficient ability to pay insurance,and inable to repay endowment insurance.Insufficient policy promotion and mismatched policy design are the main reasons that objectively prevent flexible employees from being willing to participate but not participating in insurance.Therefore,we should focus on strengthening policy promotion,improving insurance participation mechanism,enhancing insurance participation incentives,improving employment quality,increasing the willingness of flexible employees to participate in endowment insurance,and promoting the transition of flexible employees’ willingness to participate in insurance.
