The Responsibility Of Government On Protecting Compulsory Education Of Rural Left-behind Children

Since the 1980s,economy、politics and culture are developing so fast because of the reforms and opening-up policy.More and more people in rural areas came to urban cities,and make living in the second and third industries.Left-behind children,as a new special group,sprung up.It is the demonstration of socialism system and main requirement to promote the compulsory education developing fairly,also as the reality demand of establishing a harmonious society.The condition and level of compulsory education and fair education must be regarded as the important responsibility of government.Government,as a public institution,is supposed to undertake the duty of supporting elementary education of left-behind children.It is a challenge about how to protect the left-behind children getting complete compulsory education and make sure the quality of the education.This paper analyse the theory of Responsibility of the Government,starting with the responsibility of government on protecting the compulsory education of left-behind children,relating the action of government,to analyse the problems and reasons when take actions.There are still problems such as lack of expenditure,encouragement and professional administrations and administrators.This is because of the unclearly responsibility,incompletely matched policy,single source and expenditure distribution so on.As a result,this article believe that basic-level government has to take actions according to the local reality,and take an important role in supporting the compulsory education of rural left-behind children,such as putting into more expenditure on tough schools,innovating the mechanism of introducing teachers and training,to satisfy the need and desire of left-behind children in compulsory education.
