However,due to the relatively concentrated power of government departments,the government faces many problems in the process of work,which has caused repeated introduction of specialties in Chinese-foreign cooperative education.,The regional distribution is unbalanced,the level of cooperative colleges is low,the introduction of low-quality courses,and the confusion of degree awards.The concepts of "noble schools" and "schools where you can go" are deeply rooted in the hearts of the people,affecting the reputation of Sino-foreign cooperative education.Sino-foreign cooperative education is a kind of quasi-public goods,which should be managed and served by the government.However,in the process of Sino-foreign cooperative education,the government and its functional departments are more inclined to approve,revoke,and enforce the Chinese-foreign cooperative education.It is the management function,and the service function of the government has been downplayed.Moreover,all kinds of universities in our country rely on the government for resource allocation,with strong common constraints.There are no clear boundaries on how the institutions and projects should be positioned,what expected goals they should achieve,the groups they should recruit students,and the way they cooperate with foreign institutions.Reliance on the government has not only caused the problem of convergence in Sino-foreign cooperative education institutions and projects to become increasingly serious,but the concentration of government power has also hindered the effective resolution of the problem of convergence.The classified management of Chinese-foreign cooperatively-run schools and projects is an effective countermeasure to solve the problem of the convergence of Chinese-foreign cooperatively-run schools,and it is also a manifestation of the management and service functions of the government and its functional departments.Generally speaking,the strengthen the service functions of the government and its functional departments on the premise of ensuring the government’s management functions.In the question part,this article explores four
