| The scale of higher education is expanding day by day,but the supporting capacity of governments in various countries is weakening.Insufficient funding is a common problem facing universities.In Western developed countries,the University Foundation has played an important role in enriching the funding for universities.However,the development of university foundations in my country is relatively late,and their own governance experience is insufficient,especially the problems in their governance structure have severely restricted their fund-raising functions.Therefore,it is of great significance to carry out in-depth research on the governance structure of university foundations in our country.This research combines the research results of political science,management and other related disciplines,uses text analysis and case study methods,based on the perspective of synergy theory and governance theory,through the relationship between the governance bodies of university foundations,and the relationship between university foundations and university foundations.The investigation of the relationship between the relevant governance entities in order to achieve an in-depth study of the governance structure of the Chinese University FoundationThis study first systematically sorts out the development of China University Foundations,and derives the general characteristics of the governance structure of China University Foundations from a macro perspective,that is,the internal governance structure presents the characteristics of the decision-making of the board of directors,the supervision of the board of supervisors,and the execution of the secretariat;The external governance structure presents the characteristics of government supervision,university management,and stakeholder participation.Then take the Y University Foundation as a case to show the current status of the governance structure of the University Foundation in China.Through combing through relevant materials,it is found that there are administrative subordinates and personnel exchanges between the board of directors,the board of supervisors,the secretariat and the university in the internal governance structure.The characteristics of stacking and organizational attachment.In the external governance structure,the foundation and the government,Y University,and stakeholders present the characteristics of administrative constraints,resource dependence and loose connections.Based on this,it can be concluded that problems such as the weakening of the effectiveness of the board of directors,the loss of the independence of the board of supervisors,the non-professionalization of the secretariat,the dual management of the government and the university,and the restriction of donation channels have occurred in the foundation.Then through the analysis of the causes of the problems in the governance structure,It is not difficult to see the dispersion of the administrators in the management personnel,the system level is subject to the constraints of the system environment,and at the resource level,it is overly dependent on the resource environment.Finally,for the above reasons,a path to optimize the governance structure of the China University Foundation was proposed:strengthening the decision-making function of the board of directors;optimizing the supervisory function of the board of supervisors;improving the professionalization of executives;optimizing the institutional environment and accelerating the foundation’s "de-administrative" reform;Get rid of resource dependence and improve governance capabilities.This research hopes to further provide theoretical support for the improvement of the university foundation’s governance structure,and further promote the further improvement of the university foundation’s fundraising ability,improve the university foundation’s governance ability,and attract continuous education donations. |
