The Change And Improvement Of China’s Fertility Policy

In 2016,the much-anticipated "universal two-child policy" was implemented nationwide.As a major reform of China’s birth policy,this policy has attracted wide attention from all walks of life.Since the founding of new China,China’s birth policy has been undergoing constant reform and improvement with the changes of social environment,population structure and economic development level.The implementation of the family planning policy has effectively controlled the over-rapid growth of China’s population,reduced the pressure of population on the economy and society,and made a great contribution to China’s economic and social development.However,in today’s society,the aging of the population is prominent,the imbalance of the population structure,the demographic dividend is gradually disappearing,the family size is becoming smaller and smaller,and so on,these problems are like a stone in the way of China’s social development,the birth policy reform is imminent.As an important part of public policy,birth policy is related to the common development of the country,society and family.This article from the perspective of the history and reality,the changes of the one child policy and perfect,mainly divides into two big aspects,on the one hand,carding the history change of fertility policy process,this part of the founding of new China since China’s one child policy change in stages of the process of research,including the content and characteristics of policy at various stages,and the cause of the previous change,pay more attention to the basic logic behind mining research policy change,on the theoretical origin,intermittent-balanced theory,advocacy coalition theory to explain the birth policy change process,so as to realize the theory of ascension;On the other hand is how to perfect the current policy on birth control,to provide strong support to implement policy expected effect,this part analyses the birth the effect after the implementation of the New Deal and the existing problems associated with fertility in China,for example,the fertility rate increase is not obvious,child-rearing costs increase,such as shortage of medical education resources,analysis of abroad are summarized in aspects of all kinds of measures are taken,encouraged by the are put forward based on the above issues and draw lessons from foreign experience to improve birth insurance system,increase public service resource allocation,protect the rights of female employment,improve the medical service level,strengthen fiscal subsidies,strengthening public opinion guidance advice.The author hopes to provide some valuable suggestions for the orderly and effective reform and improvement of the current birth policy.
