| Employment of college students has always been a hot topic in China and even the world.Judging from the situation in recent years,undergraduate entrepreneurship has gradually become a new hot spot in China’s economic and social development.The reason is the urgent reality of the transformation and modernization of China’s economic structure and the urgent need of modernization of the industrial structure.The central and local governments have issued various policies to stimulate and support college students’ entrepreneurship.According to the current relevant data report,the implementation of the series of policies has had a certain impact,and the entrepreneurial rate and success rate have increased,but the effect is still not significant.It has not reached the policy expectations and is still a certain distance from the world average.At the same time,the economic development of various regions is quite different,and the content of regional policies is of course also different,and the effects of policy implementation also differ to different degrees.Based on the theoretical basis of college students’ entrepreneurship and public policy evaluation,and based on the research related to Chinese college students’ entrepreneurship,overseas entrepreneurship policies and policy evaluation,this article sorts out the existing literature and research results,and initially establishes the thesis research framework system.Under the guidance of the evaluation criteria and evaluation model of the university student entrepreneurship policy,and combined with the characteristics of the relevant entrepreneurship policies and measures promulgated by Chongqing City,the implementation effect of the Chongqing university student entrepreneurship policy has been established in terms of policy implementation,policy impact and policy response.Evaluation System.Among them,in the index selection process,although the current domestic and foreign public management academic circles have made quite a lot of research results on policy evaluation,they rarely involve consideration from a quantitative perspective.Qualitative evaluation is the main part of the existing literature for the evaluation of college students’ entrepreneurial policies.Implementation.This article considers the respective advantages and disadvantages of qualitative and quantitative evaluation,and finally chooses the combination of qualitative and quantitative indicators to ensure both comprehensiveness and objectivity.After completing the construction of the index system,this article attempts to create an evaluation model of the implementation effect of Chongqing college students’ entrepreneurship policy.First,the AHP method is used to determine the weights of indicators at all levels and the questionnaire level using the weighted average judgment matrix of 8 experts.Secondly,using fuzzy comprehensive evaluation,the weight of each index and the evaluation matrix are comprehensively fuzzy calculation.Among them,the qualitative index scores are constructed through a questionnaire survey to construct a single-factor evaluation matrix,and then fuzzy synthesis and assignment vector single-valued are used to determine the score,which not only guarantees objectivity,but also ensures its authenticity.Quantitative indicators use the efficiency coefficient method to determine the score;and then calculate the model sub-criteria level,criterion level and target level in turn.And analyze and evaluate according to the scores of each level.Finally,in view of the bottlenecks encountered in the process of undergraduate entrepreneurship,combined with the problems revealed in the evaluation results of the implementation of Chongqing undergraduate entrepreneurship policy,targeted countermeasures and suggestions are proposed. |
