As the basic unit of society,family is not only an important carrier to satisfy the survival,improvement and emotional reliance of those who are in the basic unit,while it is a significant impact for the families having ordinary and low economic condition.The problem of rapid increase on population has been effectively solved for the strict family planning policy.In the meanwhile,the quality of the population and babies have been improved as well,therefore,which achieved the aim of optimization of resource allocation.However,"controlling the amount" and "improving the quality" acts on the family,which determines the fertility behavior and fertility number of the family,makes the family in the period of social transition and the process of demographic transition to face the weakened family function,family size miniaturization,the increased pension pressure,the weakened kinship interaction,the traditional family values and the modern family values intertwined collisions.How to improve the family development ability from the policy level and the practice level?Promoting happiness among members of family and social harmony is the investigative focus of government,society and scholars.Particularly enforcing fully the two-child policy,families enjoy the right to make fertility decisions.In order to realize the unity of fertility desire and fertility behavior,it is significant to enhance the capacity of family development,facilitate the development of families and their members,and keep the stabilization of family.According to the logical train of thought of "problem proposing-theoretical research-mechanism of action-empirical analysis-countermeasures and suggestions",this paper applies content analysis,quantitative analysis and comparative analysis.In the first place,it talks about some contents from the key concepts and basic theories,By combining the theory of family life cycle and family function,this paper refers to the features of family planning policy,"single two-child" policy and "universal two-child" policy and their impact on the family development ability.Secondly,the paper expounds the effect mechanism that the fertility policy influences the family development ability,and constructs the analysis framework that universal two-child policy influences the family development ability.Thirdly,using the data of the Chinese Family Tracking Survey(CFPS)and Stata15.1 software,this paper makes an empirical analysis about universal two-child policy impact on the family development ability,and conducts a detailed analysis from different income groups and urban and rural differences.The results show that the universal two-child policy is an important factor affecting family development ability.In the short term,that is,in the early stage of the implementation of the universal two-child policy,the economic development capacity of families will be reduced.Under the condition of market economy,the complexity and variability of society are strong,and the risks faced by families are enhanced accordingly.The universal two-child policy helps to improve the ability of families to cope with risks and support them.Finally,through the above analysis,the paper puts forward regeneration proposals,which are developing the family-friendly policies to improve the family development ability,guaranteeing income to support upbringing to enhance economic development capacity,narrowing the internal and external differences of system to improve the ability to respond to risks,developing public services for children to supply the family support ability and narrowing the gap in income distribution to promote the growth of middle income.
