| The intensification of globalization makes the distance between countries closer,and the competition relationship among different countries becomes increasingly intense.The competition for talent resources began to be valued by more and more countries.In order to attract more and better talents in the fierce competition,countries have formulated corresponding talent introduction policies to help their talent development.China is a big country which has amount of population and talent resource.In order to give full play to our advantages in population resources and turn our population advantages into talent advantages.In 2002,the state promulgated the first national strategy on talents—the strategy of reinvigorating China through human resource development.In 2010,China’s first talent development programmatic document,the guideline of the national medium to long-term talent development plan,was released.Since then,talent introduction has been carried out in an all-round way under the guidance of national policies.In accordance with the national outline and in combination with their own reality,to create more convenient conditions for the implementation of more open and effective talent introduction,local governments have formulated a series of talent development work planning and talent development/introduction policies.Taking the implementation of talent introduction policy in Qingdao as the research/study case and object,this article analyzed the problems which existed in the implementation actions of talent introduction policy of Qingdao,based on Human Capital Theory which was established by western scholar,comprehensive Talent Incentive Theory and related Smith’s Policy Implementation Process Model.Aim to find the best proactive action and method for talent introduction policy implementation of local government and to keep the good performance and efficiency.Regarding to the performance evaluation and comments of policy implementation,And using the comparative method to compare the performance of different object that how to carry out the corresponding empirical research and do accordingly data comparison.Through the analysis of the survey data and information related to the implementation process of talent introduction policy in Qingdao,it is found that there are some critical problems in the implementation process of talent introduction policy.The main three critical issues are:Talent introduction policy lack of sufficient talent attraction;Talent platform system is imperfect and the quantity is not enough;Implementation deviation of the talent introduction related work.Considering the existence and impact of current exposed problems,the policy implementation process has been blocked and the final implementation effect and performance of the policy has been impacted.In order to explore and study the root-cause and reasons behind these critical problems,the research applied the public policy implementation process model as the general theoretical analysis framework and guideline.After the problems analysis,it comes out the root-cause for these critical issues.From the perspective of the idealized policy:the policy system is incomplete and not well-organized;From the perspective of executing agency:the executing agency system is not perfect and well-organized;From the perspective of target groups:target groups have cognitive barriers to policies and cannot understand polices well;From the perspective of related policy environment:insufficient supporting policy environment.Combined with the actual situation of Qingdao,corresponding improvement suggestions as below:Improve the system of talent introduction policy;Strengthen the main function of policy implementation;Improve the policy perception of target groups;Build a good policy environment to support. |
