| With the restructuring of China’s industrial structure,the industrial model has gradually developed towards modernization,science and technology.And the economic development model has also shifted to high-quality development.The era of obtaining development advantages that relies on the number of population has passed.Now,what high-quality development needs is high-quality talents,and the importance of talents in regional development has become prominent.As more and more local governments realize the benefits of the importance of talents,policies have been issued,one after another,to open the "talent competition".Cities and counties of H Province have also launched talent policies to recruit talents and attract talents.However,the talent introduction work of county-level cities in H Province faces many problems,but the talent policy can not achieve the ideal effect.Taking city A of county-level city in H Province as an example,the talent introduction work of city A is more prominent in the talent introduction work of county-level cities in H Province.However,due to the limitations of county-level cities in terms of economic development level,infrastructure,ideological understanding,etc,There are still some problems in city A,such as difficulties in talent introduction,insufficient effect of "retaining" and imbalance of talent structure.From the perspective of county level,this paper combs various talent policies of city A in recent years,designs a questionnaire,investigates the views and evaluation of talents in A city.According to the statistical analysis of survey results,there are some problems in talent work,such as single attraction point,high potential loss rate,low talent treatment,and poor supporting guarantee,the insufficient of role of talents,and the hard to be promoted.In view of the problems in talent introduction in A city,from the three links of talent introduction,use and retention,this paper analyzes that the main reasons for the dilemma of talent introduction are the lagging development of economy and society,the imperfect mechanism of talents management and the lack of cultural environment construction.Aiming at the problems of talent introduction and the actual needs of talents in A city of H Province,this paper puts forward improvement measures.In terms of talent introduction,we should improve the urban competitiveness.First,develop characteristic industries and enhance economic strength;Second,improve the construction of facilities and create a livable environment;Third,develop work ideas and innovate the way of introduction.In the use of talents,we should improve the management system and mechanism.First,we should optimize the appointment and appraisal and release the vitality of talents;Second,we should strengthen learning and training and help talents upgrade.In terms of talent retention,we should improve the guarantee of talent treatment.First,increase capital investment and improve the ability of talent retention;Second,enhance humanistic care and improve the willingness to stay. |
