Policy Research On The Construction Of Community Social Organizations In Chongqing

From the perspective of policy supply,a series of National Programmatic Documents on community social organizations provide strong policy support for the construction of community social organizations in Chongqing,and create a good guidance and atmosphere for strengthening the construction of community social organizations in Chongqing.With the continuous optimization of policy environment,Chongqing community social organizations ushered in a new stage of standardized construction.However,in the practice of promoting the construction of community social organizations in Chongqing,there are some problems and shortcomings in the policy aspect,such as the lack of policy lag in some areas,the imbalance of policy measures,and the absence of policy implementation,which to a certain extent restricts the optimization and improvement of the management system of community social organizations in Chongqing.Based on the fact that the government is the most important,active and core leading force to promote the construction of community social organizations,it is of great practical significance to strengthen the policy research on the construction of community social organizations in Chongqing.Based on the theoretical and practical research at home and abroad,this paper uses the research results of governance theory,resource dependence theory and policy tool theory,and takes the policy system of Chongqing community social organization construction as the research object,from the aspects of policy system goal,policy system composition,policy system content,policy system operation and policy system implementation effect Through a comprehensive policy analysis,and through the questionnaire survey of Chongqing community social organization construction policy system operation satisfaction and other empirical research.It is found that there are some problems in the construction of community social organizations in Chongqing,such as insufficient policy supply,obvious policy differentiation and policy implementation vacancy.In view of the problems found in the policy practice,this study holds that: we should strengthen the construction of policy system,the construction of policy integration mechanism and the level of policy operation to enhance the effectiveness of policy supply,resolve the degree of policy differentiation and improve the effect of policy implementation;we should further rationalize the system and mechanism,including Party building,supervision and management and cultivation and support It is necessary to establish a set of community management system with the characteristics of integration and integration.
