Research On Community Governance Innovation In X Town, Bangor County, Nagqu City

Community is the basic unit of social governance,and it is also the "last kilometer" for the Party and the government to connect and serve the residents.At a crucial juncture for China's overall victory in poverty alleviation and for rural revitalization and modernization of agriculture and rural areas,we need to continuously strengthen and innovate social governance and improve the effectiveness of community governance.The study of community governance in pastoral areas is also in response to the important speech spirit of General Secretary Xi Jinping on community governance at the grass-roots level,so as to do grass-roots work well,serve the people in pastoral areas,especially in high-altitude pastoral areas,consolidate the foundation of social governance at the grass-roots level,improve the community governance and service system,and promote the modernization of governance in pastoral areas.With the deepening of community-based management in China,Tibet is bound to promote the effective governance of the government through community governance.The construction of grass-roots community can not only effectively centralize the management of herdsmen,but also benefit the industrialization development of pastoral area economy,promote the level of employment and re-employment in pastoral areas,and also make due contributions to the security,harmony and stability of pastoral areas.Pastoral areas of Tibet as an important part of Tibet,because of the wide area,living scattered,difficult to form effective governance in pastoral area and through the pastoral community governance,restore the function of pastoral community,improve herdsmen the sense of belonging of the masses,is advantageous to the herdsmen the concept and production change the way of life,condensed pastoral area comprehensive strength,coordination promote the pastoral areas of politics,economy,culture,ecology,infrastructure,etc.Comprehensive development,improve the level of herdsmen's production and living of better and faster.In this paper,through carefully comb summary about the community,the community and rural parish community at home and abroad related research,and pastoral areas of Tibet a lot of information search and analysis,and using the method of field research for better bange X town for extensive interviews,information integration analysis of pastoral areas,found the pastoral areas of Tibet pasture,and still there are many disputes and problems such as slow economic development.Based on the system theory,community governance theory and multi-center governance theory,this paper understands the current situation of community governance in X Town,Bange County,comprehensively analyzes the existing problems and causes in the governance process,and puts forward effective countermeasures and suggestions for promoting the innovation of community governance in X Town,Bange County,combining with the experience of community governance in other pastoral areas.Now better bange Joan town community governance is still in the preliminary stage,the related system and supporting facilities is not perfect enough,in the aspect of theory and practice also need more intensive research and exploration,hopes to make the study of community governance pastoral areas on the basis of the grassland ecological protection and cultural inheritance,rapidly improve the comprehensive competitiveness of pastoral areas,finally realizes the bange X town of high quality development.
