Building a service-oriented government and improving the public service system are the needs of economic and social development and the choice of the people,and it is more conducive to responding to the strong demands of the public.To solve the “last mile” problem of contacting and serving the masses,Rong Chang is concentrating on promoting three-level service system-district,town or street,village or community,Since 2014.However,there are still some problems,such as how to solve practical problems encountered in the construction of three-level service system,and promote the construction of grassroots government service capacity,which is an important subject that needs to be brought into the agenda of Rong Chang District government.The paper mainly analyse the three-level service system on the basis of administrative service of district,town or street,village or community.and strengthen the connection between departments.Meanwhile,the paper is aiming to explain common problems to construct a cross-cutting Analysis system through combining the new public service theory and the service-oriented government theory,and integrate government work requirements of Administrative Examination and Approval System reform,streamline administration and delegate power,improve regulation,And upgrade services to study the operation of Rong Chang Administrative Service Center of three-level service system,and analyse the framework of public administrative service system,so that we can put forward some countermeasures and suggestion to improve the construction of grassroots public administration service system.
