Research On The Generative Logic And Governance Path Of Collective Corruption And Collusion

Since the 18th National Congress of the Communist Party of China,the anti-corruption struggle in our country has been in a high-pressure situation,which has played a severe role in deterring the corrupt elements.However,with the social progress and the development of China's political system,the phenomenon of collective corruption with the characteristics of power complementation and collusion has become the main form of corruption cases in the new era.The collective corruption involves a wide range of personnel and it is highly corrosive.It has great social harm and causes a great harm to the image and reputation of the Party and the country.Its harmfulness is much more serious than that of individual corruption,therefore,it is a great challenge to master the connotation,types,formation logic and development process of collective corruption collusion.In the course of studying the collective corrupt collusion,the author makes a detailed analysis of the types,causes and development patterns of this kind of behavior,grasps its rules and development stages,studies the governance path.All the above will have some reference significance for anti-corruption work in China.This paper gives the definition of collective corrupt.The individual or multiple groups with a common willingness to corrupt make use of complementary corrupt power(public power and public resources)to plan and seek private gains together to maximize their personal corrupt interests.This paper mainly introduces the types,causes,development stages and existing problems of the collective corruption collusion,which lays a theoretical foundation for the follow-up research on the governance approach of the collective corruption collusion.According to the collected cases,it can be divided into the collective corruption conspiracy in the state organs,the collective corruption conspiracy inside and outside the state organs and the collective corruption conspiracy outside the state organs.Though each type has its own characteristics,they are very harmful to the society and the country,and will even affect the historical process of China's great rejuvenation.Since the 18th National Congress of the Party,the anti-corruption achievements have greatly inspired the people.The Party Central Committee has made a firm determination to combat corruption and curb the spread of corruption.While seeing that the Party Central Committee and the government are building a clean and bright political ecosystem,we should also be alert to the problems in the governance of collective corruption collusion,which mainly focus on the understanding,legislation,system construction,ecological governance and so on.In the light of China's national conditions,the mechanism construction is carried out from the angles of correcting the wrong understanding,strengthening the construction of the rule of law,perfecting the system guarantee,and creating a good political ecology,with the intention of forming an anti-corruption normal state of "Not Daring to Corrupt,Not Being Able to Corrupt,Not Wanting to Corrupt",and establishing a long-term mechanism for punishing and preventing corruption.Among them,"Not Daring to Corrupt" mainly means to enhance the punishment of corruption to deter the corrupt."Not Being Able to Corrupt" mainly emphasizes strengthening the perfection of systems and eliminating the breeding ground of collective corruption collusion."Not Wanting to Corrupt" mainly emphasizes,from the subjective point of view,cutting off the subjective tendency of collective corruption collusion through the education of clean political and the shaping of good political environment.
