In March 2017,in order to help parents solve the difficulty of picking up students on time,the Ministry of Education issued "the Guidance of after-school Service for Primary and Secondary School Students".It stipulates that after-school services are universal in primary and secondary schools.As the main body of responsibility,primary and secondary schools carry out a series of activities that are conducive to the healthy growth of students after school times.As we all know,the educational development of rural develops with a weak foundation and falls behind the urban education.The after-school service policy,based on the urban education model,may widen the gap between urban and rural education and hinder the balanced development of compulsory education.With the theory of educational equity as the entry point,this study selected an urban primary school and a rural primary school in N City,Shandong Province.Using the method of questionnaire survey,collected the urban primary school parents 249 questionnaires and the rural primary school parents 143 questionnaires.Then the author interviewed 4 parents,5 teachers,and 2 school administrators.To understand the implementation of after-school services in urban and rural primary schools through surveys,then compare and analyze the differences between them.The research is conducive to enhancing the coordination between after-school service policy and educational equity policy,expanding the theoretical results of after-school service research.And in practice,it helps to improve after-school service practice in urban and rural schools,upgrade the quality of after-school services in rural schools,and promote the integrated development of urban and rural education.The survey found that urban and rural primary school after-school services generally have problems such as low participation of students,low willingness to participate of teachers,and the imperfect management system.However,the implementation of after-school service in urban primary schools is generally better than that in rural ones.There are various differences in the attitude,implementation situation and satisfaction of after-school service between them.Compared with urban primary schools,rural primary schools have problems such as imperfect infrastructure,single service content,unreasonable setting of service class and insufficient number of service teachers.The influence of urban-rural dual structure,the difference of school management system,the difference of after-school service teachers,and the difference of parents' educational concept are the causes of the difference between urban and rural primary schools.In order to optimize after-school service in rural primary schools and narrow the education gap between urban and rural areas,the following suggestions are put forward: First,increase education input and improve infrastructure.Then improve the management system to ensure the implementation effect.Optimize the teaching staff and pay attention to teacher training.Innovate curriculum content to promote allround development.Strengthen intercollegiate cooperation and realize resource sharing.Finally,promote home-school cooperation and form synergy in education.
